This senior leadership position, advertised as Director: Infrastructure Delivery for Other Provincial Departments, is located within the Infrastructure Delivery component at the department's Head Office in Polokwane. As a re-advertised post, it offers an opportunity for an experienced built environment professional to take charge of the technical infrastructure portfolio for provincial departments. The director operates within the broader provincial public works and infrastructure delivery framework, working alongside other chief directorates, municipalities and public entities to ensure seamless and coordinated delivery of government infrastructure projects across the province. The role is central to realising the Limpopo Master Infrastructure Plan and requires close collaboration with multiple stakeholders to align project packaging, procurement and implementation with provincial priorities.
Candidates must hold a Grade 12 or Matric certificate together with an NQF level 7 qualification in the Built Environment, recognised by SAQA. A minimum of five years' experience at middle managerial or senior managerial level is required. Registration with a relevant professional council such as SACPCMP, SACAP, ECSA or SACQSP as a professional construction project manager, architect or quantity surveyor will be a strong advantage. A valid driver's licence is required, with the exception of applicants with disabilities. The role demands sound and in-depth knowledge of the legislative framework governing the public service, including the Public Finance Management Act, Public Service Regulations, the Government Immovable Assets Management Act, labour legislation, the Promotion of Access to Information Act and Treasury regulations. Strategic capability and leadership, programme and project management, financial management, change management and technical consulting skills are essential, along with computer-aided engineering applications, MS software including PowerPoint, maintenance knowledge, research and development, and the ability to create a high-performance culture.
The director's duties span the full infrastructure delivery cycle. This includes managing the technical portfolio for provincial departments, providing professional inputs into User Asset Management Plans, reviewing infrastructure project lists for feasibility, assessing site allocations for integrated multi-purpose government services, and determining lifecycle costs for immovable assets. The post also entails managing the planning, design and budgeting for technical condition assessments. On the procurement side, the director provides professional inputs into project packaging and procurement strategies, assists provincial departments to comply with the Division of Revenue Act, manages framework contracts and project execution plans up to the point of procurement, and oversees the implementation of construction procurement on behalf of other provincial departments, while monitoring the effective management of financial resources.
In terms of programme delivery, the director contributes to the Infrastructure Programme Management Plan and the Infrastructure Programme Implementation Plan, develops systems to support successful bids for performance-based grants, determines technical norms and standards, validates building plans against national and local building regulations, and manages Service Delivery Agreements. Maintenance responsibilities include ensuring updated document and project management systems, adherence to timeframes, budgets and quality assurance standards, reporting progress to government structures, and providing inputs for financial and non-financial reports. The role also involves managing maintenance operations and the implementation of user-asset management plans. Longer-term planning duties include participating in the development and updating of the Limpopo Master Infrastructure Plan, engaging with municipalities and public entities, collaborating across chief directorates for cross-sector project packaging, and reviewing the Limpopo Infrastructure Delivery Management System. Finally, the director manages human, financial and physical resources in line with legislation, provides direction to the team in achieving the directorate's strategic objectives, and develops action plans to drive performance.
