This senior management position sits within the Department of Infrastructure in the Western Cape Government, specifically supporting the Human Settlements Implementation branch. The Director: Grant and Municipal Performance Management is responsible for ensuring that housing delivery in the province is effectively monitored, financially managed, and aligned with national and provincial legislation. Reporting to the Chief Director: Human Settlements Implementation, the role combines strategic oversight with operational management, focusing on how municipalities spend housing grants and deliver housing projects. The post is graded at a senior management level and forms part of the department’s broader effort to improve human settlements delivery across the Western Cape.
Candidates must hold a relevant NQF level 7 qualification or equivalent recognised by SAQA, together with at least five years of middle or senior management experience. The role demands a wide-ranging knowledge base, including a proven understanding of public service procedures and systems, engineering and legal compliance, and the practical application of the National and Provincial Housing Act, the Western Cape Housing Development Act, the National Housing Code, and related housing policies. Familiarity with CIDB and NHBRC guidelines, the National Building Regulations, building contracts, and contract administration is also essential, as is a solid grasp of project design and project management in the built environment. In addition, the successful candidate will need proven knowledge of the Public Finance Management Act, financial management processes, budgeting, procurement and tendering, and the Occupational Health and Safety Act. Broader governance knowledge is equally important, including constitutional and legal arrangements in the South African public sector, public finance and human resource management, labour relations legislation, and the political, economic, and social dynamics affecting the Western Cape. Strong skills in numeracy, literacy, computer use, language, project management, economic and financial analysis, legal administration, and strategic planning are required, along with leadership competencies in strategic capability, programme management, change management, people management, and financial management.
The core duties are organised into four main areas. In line management, the Director monitors housing expenditure and administers housing project claims for all National Housing Programmes, convenes cashflow meetings, engages with municipalities, and prepares DORA and interim delivery reports. The role also assesses the overall housing delivery performance of municipalities. In strategic management, the Director defines and continually reviews the directorate’s purpose, objectives, priorities, and activities, evaluates performance against measurable standards, and reports regularly to the Chief Director. The post also involves ensuring compliance with legislation and record-keeping requirements, fostering innovation, and performing all duties assigned to the post. People management responsibilities include participating in recruitment, motivating and training staff, managing performance and rewards, building information capacity, compiling workforce plans and service delivery improvement programmes, and promoting sound labour relations and discipline. Financial management duties include participating in the budgeting process, preparing annual and adjustment budgets, and taking direct accountability for the efficient, economical, and effective control of the directorate’s budget and expenditure, including tender and procurement processes.
This is a demanding leadership role suited to an experienced public sector manager with deep knowledge of human settlements, municipal performance, and financial governance. The position offers the opportunity to shape housing delivery in the Western Cape and requires a candidate who can work collaboratively across spheres of government while maintaining strong accountability and compliance standards.
