This position is a senior management role within the Government Printing Works, based in Pretoria, and is responsible for the strategic and operational leadership of the Facilities Management Directorate. The incumbent will act as the Director of Facilities Management, ensuring that the department’s entire property portfolio, physical infrastructure, and related support services are planned, maintained, and delivered in a compliant, efficient, and cost-effective manner. The role is broad and carries significant accountability, as it sits at the intersection of property strategy, operational delivery, and regulatory compliance. The post is graded at a senior management level, offering an all-inclusive remuneration package, and reports directly within the organisation’s administrative hierarchy.

Candidates must hold a Grade 12 certificate as well as a degree at NQF Level 7 or equivalent, recognised by SAQA, in the built environment, property management, facilities management, or a related discipline. A Government Certificate of Competency would be an added advantage, as would a strong working knowledge of the Public Service Regulatory Framework. Applicants need at least five years of experience at a middle or senior management level, specifically at the rank of Deputy Director or equivalent, within a facilities management environment. The role demands extensive knowledge of mechanical and electrical systems, risk management, planning, compliance, and management methodologies. Strong communication skills are essential, as the Director will interact with all levels of management, external stakeholders, landlords, and service providers. The position also requires a valid driver’s licence, a willingness to travel, and the ability to work extended hours when necessary.

The core duties are wide-ranging and can be grouped into several key areas. The Director will manage the provisioning of property management and maintenance services, including the development and implementation of a Facilities Management Maintenance Plan or Improvement Programme for the GPW. This includes overseeing the contract management portfolio, setting clear guidelines and specifications for execution, and reviewing Service Level Agreements with stakeholders and service providers to strengthen both internal and external relationships. The role also encompasses office allocation, maintenance, refurbishment, and renovation projects across the department, as well as coordinating lease agreements between the GPW and landlords. In addition, the Director will manage office services such as accommodation utilisation planning, ensuring compliance with Occupational Health and Safety Standards, and influencing the internal environment through appropriate property portfolio interpretation and utilisation. The post further oversees outsourced and internal services including waste disposal, cleaning, parking allocation, and fleet management. Responsibilities include developing transport management guidelines, conducting periodic facility inspections and recommending preventative maintenance measures, ensuring the safety and compliance of accommodation regulations within the risk management framework, keeping records of parking space allocation, and ensuring departmental vehicles are correctly utilised and maintained.

At a strategic level, the Director must oversee the development, maintenance, and implementation of departmental strategies, processes, and procedures relating to facilities management. This includes managing the Facilities Management Strategy and ensuring that processes, procedures, and systems comply with legislative requirements in a resource-optimisation environment. As head of the Directorate, the Director will also develop its operational plan, allocate and manage resources to achieve targets, identify policy shortfalls and propose amendments, conduct financial planning and budget accountability, and ensure adherence to all relevant statutory and policy directives. Performance monitoring, evaluation, and reporting on the Directorate’s activities form a key part of this managerial role.

This is a demanding position that also carries pre-employment requirements typical of Senior Management Services posts. Shortlisted candidates will be expected to demonstrate completion of the SMS Pre-entry Programme (Nyukela) before appointment, and all shortlisted candidates will undergo pre-entry assessments, including practical and integrity exercises. The successful candidate must be prepared to operate in a high-pressure environment where compliance, safety, and efficient resource use are paramount. The post is based in Pretoria, and interested applicants must note the strict application requirements, including the correct use of the new Z83 form and the need to submit documents in the specified format, but these administrative details are aligned with standard public service recruitment processes.
