    Job Description

    Knowledge of the policy framework for environmental empowerment and
    capacity building services, as well as the appropriate Public Services
    Regulatory Framework (Public Service Act, Public services Regulations Act and
    Public Finance Management Act), National Environmental Management Act, and
    Climate Change Act. Knowledge and understanding of the policy and environmental
    legislative framework governing environmental empowerment services, and public
    sector prescripts (PSA, PAJA, PFMA and PAIA). Skills in policy drafting, report
    writing, good interpersonal relations, and strong communications abilities.
    Analytical thinking, project management, and advanced computer skills. Ability
    to work both independently and in a multi-disciplinary team, and work under
    pressure. Excellent time management and discipline in meeting deadlines.
    Willingness to travel and ability to work efficiently and effectively under
    pressure, as well as leadership, monitoring, and evaluation skills. Competence
    in project administration, and have innovative, and creative skills in
    environmental education policies execution, guidelines, norms and standards.
    Advance skills in Microsoft Office Programmes (Excel, Word and PowerPoint). A
    valid driver’s license.

    Requirements

    A Bachelor’s Degree at (NQF 7) qualification in Environmental Science /
    Social Ecology, Environmental Management or relevant qualification on within
    the related field as recognised by SAQA. Must have. A minimum of five (5)
    years’ experience at Middle/Senior managerial level within the related field.
    A Nyukela Public Service SMS Pre-entry certificate
    (submitted prior appointment)
    . Demonstrated management experience in public environmental awareness
    and education services. Proven ability to draft policies, develop plans, and
    implement appropriate environmental empowerment programmes and projects to
    empower disadvantaged communities in terms of environmental sustainability and
    creation of work opportunities. 

    Duties

    Oversee the provision of environmental
    empowerment services, develop and implement provincial policies, plans and
    strategies to empower the public. Provide support to local municipalities in
    developing waste plans and guidelines aligned to provincial policies and plans.
    Promote the participation of schools, community groups, stakeholders, and
    municipalities in environmental empowerment services. Manage the implementation
    of awareness raising and capacity building services in the province. Undertake
    and promote appropriate environmental empowerment research, materials
    development for awareness and education. Empower disadvantaged communities by
    means of developing appropriate programmes and projects focusing on poverty
    alleviation and creation of work opportunities in environmental sustainability.
    Oversee stakeholder relationships, establish and maintain internal controls,
    and reporting systems to meet directorate performance targets. Provide credible
    directorate reports as per schedule of reporting, (monthly, quarterly and
    annual reports) on financial and non-financial performance of the
    directorate.
      

    More Information

    Only shortlisted candidates will be required to submit certified
    documents. Foreign qualifications must be accompanied by an evaluation
    certificate from the South African Qualification Authority (SAQA). Emailed
    applications will not be considered. All shortlisted candidates, including the
    SMS, shall undertake two pre-entry assessments. One will be a practical
    exercise to determine a candidate’s suitability based on the post’s technical
    and generic requirements and the other will be an integrity (ethical conduct)
    assessment. Shortlisted candidates will be required to be available for
    assessments and interviews at a date and time to be determine by the
    Department. The first two recommended candidates for Deputy Directors posts
    will be subjected to competency assessment.
    All shortlisted
    candidates for SMS posts will be subjected to a technical exercise and
    interview.  Following the technical
    exercise and interview, a maximum of three (3) SMS candidates will undergo
    psychometric assessments to assess cognitive capabilities, behavioral
    preferences, emotional intelligence, and integrity.

    successful candidate will be expected to enter into an employment contract and
    a performance agreement within 3 months of appointment. Failure to comply with
