This position within the Department of the Premier in the Western Cape Government offers an exciting opportunity for an experienced ICT professional to lead digital transformation at a provincial level. As the Digital Government Team Leader for IT Planning and Development, the successful candidate will be responsible for shaping and executing the province’s digital government agenda, ensuring that technology strategies, implementation plans, and policies are not only developed but also effectively aligned across the public sector. The role sits at a senior management level and requires a blend of strategic vision, technical understanding, and collaborative leadership to drive innovation and improve service delivery to residents.

Applicants must possess an appropriate three-year tertiary qualification, such as a National Diploma or a Bachelor’s degree, coupled with at least three years of experience operating at a middle management level. Beyond these formal requirements, the role demands a comprehensive understanding of the legislative, regulatory, and policy frameworks that affect government line functions, as well as knowledge of information systems used to manage knowledge and information. A solid grasp of project management, operational management, and the national and provincial instruments governing human resources, financial management, and supply chain management is essential. Familiarity with the statutory framework for public service management, staff performance management systems, and disciplinary and grievance procedures is also required. The ideal candidate will bring strong skills in numeracy, literacy, computer literacy, project management, and accounting, finance, and audit, along with a wide range of personal attributes including analytical thinking, diagnostic ability, innovative problem-solving, facilitation, negotiation, networking, and team building.

In terms of daily responsibilities, the team leader will support the development and implementation of digital government strategies and policies, conduct technology research, and promote emerging innovations to inform policy decisions. The role involves managing the delivery of digital government initiatives in line with best practices and the Western Cape Government’s project management methodologies. Building and maintaining strong partnerships is a key focus, with collaboration required across national and local government structures, provincial departments, external agencies, academia, and residents to support co-creation and digital government projects. The post also includes coordinating and leading feedback campaigns to assess the impact of digital initiatives on residents, ensuring that the voice of the community shapes future developments.

Shortlisted candidates should note that the selection process includes interviews, a practical exercise to assess technical and generic suitability, and an integrity assessment. Successful applicants will need to submit vetting and supporting documentation within specified timeframes, and the process will be guided by the employment equity targets of the department. By applying, candidates consent to employment reference checks, including enquiries about disciplinary records and reasons for leaving previous positions. This is a demanding but rewarding role for a leader passionate about using technology to transform government services.
