    This vacancy is for a Deputy Director responsible for supply chain management governance and compliance, situated within the SCM Governance and Compliance directorate of the Limpopo Provincial Treasury at its head office in Polokwane. Two posts are available, and the role carries a senior managerial status with an all-inclusive remuneration package that can be structured according to the individual's needs as guided by the Department of Public Service and Administration prescripts. The successful candidate will provide strategic leadership in ensuring that SCM practices across assigned departments adhere to the Public Finance Management Act, Treasury Regulations, the PPPFA, and other relevant legislative and policy frameworks.

    Applicants must hold an NQF level 7 qualification in supply chain management, financial management, accounting, or a related field recognised by SAQA, with a certificate in supply chain management serving as an added advantage. At least five years of experience in the broader supply chain management environment is required, including three years at junior managerial or Assistant Director level. A valid driver's licence is essential, with an exception for persons with disabilities. The ideal candidate will demonstrate knowledge of the PFMA, PPPFA, Treasury Regulations, national and provincial SCM policies, relevant case law, and public sector fraud and corruption prevention frameworks. Strong skills in leadership, analytical thinking, data analysis, legal drafting, and stakeholder management are also required, along with the ability to translate legislative requirements into practical, risk-based compliance strategies and to engage and influence senior officials and auditors.

    The core duties include managing the implementation of SCM compliance monitoring systems, conducting sample-based reviews of bid committees covering specifications, evaluation, adjudication, contract awards, deviations, expansions, and emergency procurements, and monitoring assigned departments to ensure compliance with the PFMA, Treasury Regulations, and the PPPFA. The Deputy Director will review and validate compliance reports, ensuring accuracy and evidence-based findings aligned with Treasury Regulations and relevant case law. The role also involves monitoring and evaluating the performance of the SCM monitoring system, implementing a monitoring and evaluation framework, conducting site visits, analysing data on procurement plans, bid processes, contract terms, supplier delivery standards, and procurement by other means, and compiling compliance reports. Further responsibilities include proposing updates to provincial SCM policies, standard operating procedures, and checklists based on recurring compliance gaps, managing SCM capacity building programmes, and delivering targeted training to SCM practitioners and bid committee members. The post holder will also monitor the CSD RFQ functionality, assist departments with root cause analysis for audit findings, monitor audit action plans, coordinate the SCM Compliance Risk Assessment and Monitoring initiative, and evaluate the provincial SCM compliance risk environment to identify and implement improvements.
