This position offers an opportunity to lead transversal work organisation capacity enablement within the Department of the Premier in the Western Cape Government. The role sits at a senior middle-management level and is responsible for shaping how the provincial government structures work, designs jobs, and aligns organisations to deliver on strategic priorities. As Deputy Director, you will head a sub-directorate that provides specialist organisation development services across the department and, in a transversal capacity, supports sister departments and related functional areas. The work is deeply connected to modern systems of governance, public service reform, and the constitutional and legal arrangements governing the South African public sector, with a strong focus on improving organisational performance and service delivery.
To be considered, you need an appropriate qualification at NQF level 6, recognised by SAQA, in fields such as Social Sciences, Humanities, Industrial Engineering, Industrial Psychology, Public and Business Management Science, or a related discipline. You must also have at least three years of experience at middle-management level. The role demands a broad and sophisticated knowledge base, including organisational performance and development, project management, operational management, procurement and tendering, policy development and review, public finance and human resource management, and labour relations legislation. Familiarity with the Public Finance Management Act, Treasury regulations, and the political, economic and social dynamics affecting the Western Cape is essential. In addition, you will need a wide range of skills, including strong analytical and data interpretation abilities, project and financial management, facilitation and process consultation, negotiation, networking, leadership, mentoring, and innovative problem-solving. Excellent written and verbal communication, computer literacy, and strong interpersonal skills are also required.
Your main duties will involve leading departmental work organisation capacity services, including transversal job design and organisation design and alignment. You will manage transversal service delivery initiatives, oversee client relationships and projects, and plan and manage the work of the sub-directorate while being accountable for its overall performance. This includes people and financial management responsibilities. You will also be expected to drive data-driven decision making, benchmarking, and intervention design to improve how the provincial government functions. Experience in Business Process Management will be advantageous, as will holding a valid Code B or higher driving licence. Importantly, people with disabilities that restrict driving abilities but who have reasonable access to transport may also apply.
Shortlisted candidates should note that the selection process includes interviews, vetting and supporting documentation, and two pre-entry assessments: one practical exercise testing technical and generic suitability, and one integrity assessment. Reference checks will be conducted, including enquiries about disciplinary records and reasons for leaving previous employment. The selection process will be guided by the employment equity targets of the department, and all applications must be submitted online before the closing date. This is a demanding but rewarding role for a seasoned professional seeking to influence the future of public sector organisation and service delivery in the Western Cape.
