This re-advertised post of Deputy Director: Security Management sits within the Security Management component of the Limpopo Department of Education at Head Office in Polokwane. The incumbent will be responsible for leading and directing the department’s physical, procedural and information security environment, ensuring compliance with government security frameworks and protecting departmental assets, staff and information. The role is a senior operational management position requiring a blend of security expertise, policy development, financial management and people management.
To be considered, candidates must have Grade 12 or Matric and a recognised qualification at NQF level 6 in Security Management, as well as State Security Agency security grading at Grade A/B and PSIRA registration. They need at least five years’ experience in a security management environment, with three years at Junior Management or Assistant Director level. A valid firearm competency certificate and a valid driver’s licence are required, although the driver’s licence requirement is waived for applicants with disabilities. The successful candidate must demonstrate knowledge of the relevant Public Service Acts, regulations and frameworks, policy analysis and interpretation, physical security risk control measures, security principles and practices, and the Minimum Physical Security Standards and Minimum Information Security Standards. In addition, strong problem-solving and analysis, decision-making, team leadership, creativity, financial management, customer focus and responsiveness, communication, computer skills, people management and conflict management skills are essential.
The core duties include managing operational risk and security awareness programmes. This involves developing and implementing security awareness plans, monitoring workshops, evaluating the department’s security status, liaising with other departments on security matters, and proposing control measures to minimise or eliminate risks. The Deputy Director will also monitor and evaluate the implementation of security policies, procedures and measures, develop security procedures and policy, prepare contingency plans, and manage and monitor security plans and programmes. The role requires advising on and attending to security breaches, investigating security-related cases, and managing the provision of security administrative services. This includes issuing tender bulletins for security advertisements, maintaining contracts for outsourced security, monitoring private security service providers against service level agreements, overseeing in-house security guards, and specifying requirements for purchasing security equipment such as guard monitoring systems and electronic access control systems. The post also entails conducting physical security appraisals and information security audits, verifying company documents at PSIRA, vetting service providers at the State Security Agency, and managing key control.
In addition, the Deputy Director will manage the component’s resources. This means managing the budget against strategic objectives, coordinating budget monitoring, projecting and reporting expenditure, ensuring spending is aligned with strategic priorities, and monitoring the use of equipment. The position carries responsibility for staff performance and development, including evaluating and monitoring employee performance, building capacity, enhancing motivation, cultivating a performance management culture, managing discipline, providing job descriptions to subordinates, and managing leave matters.
