This vacancy is for a Deputy Director: Risk Management at the Government Printing Works (GPW), a senior managerial post graded at level 11 with an all-inclusive remuneration package. The position sits within the organisation’s risk management directorate and carries overall responsibility for developing, implementing, and monitoring risk management systems across the entire GPW, including all regional branches. The successful candidate will act as a strategic advisor to management, drive a culture of risk awareness, and ensure that the organisation complies with the relevant legislative and corporate governance frameworks. This is a demanding leadership role that requires both technical risk expertise and the ability to manage people and processes effectively.
To be eligible, applicants must hold a Grade 12 certificate and a recognised degree at NQF level 7 in Risk Management, Internal Auditing, Finance, or Business Management. A minimum of three years’ experience at the Assistant Director level, specifically within a risk management environment, is required. A valid driver’s licence and prior experience in integrity management will be advantageous. The role requires expert-level knowledge of the human resources legislative framework, the Public Service Act, Public Service Regulations, and good corporate governance principles as captured in the King Report. Candidates must also have an intermediate understanding of the PFMA and Treasury Regulations, together with the ability to apply these frameworks in a public sector setting.
The duties are broad and multi-faceted. The Deputy Director will develop and facilitate risk management governance documents, conduct research into best practices, refine risk modelling methodologies, and develop or update the GPW risk management policy, strategy, and annual implementation plans. This includes liaising with business units to ensure consistency in how risk management is applied, advising management on risk-related matters, and conducting environmental scanning and situational analysis. The incumbent will also conduct a wide range of risk assessments, including strategic, operational, project, fraud, and regional risk assessments, and will draft the corresponding risk registers. Another key responsibility is embedding a sound risk management culture within GPW by training personnel, creating awareness materials, and representing the directorate at internal and external forums. The post further involves risk reporting and monitoring, such as preparing monthly progress reports, providing secretariat services to the risk committee, quarterly monitoring of risk action plans, and liaising with internal and external auditors on audit queries. Finally, the Deputy Director will manage the sub-directorate, covering staff performance appraisals, capacity building, job descriptions, discipline, leave management, and proper use and maintenance of equipment.
Notably, the department follows strict public service recruitment procedures. Only shortlisted candidates will be required to submit certified copies of qualifications and other relevant documents, and the selection process includes a technical exercise and an integrity assessment. Applicants must ensure their submissions fully comply with the advert’s instructions, as late or non-compliant applications will not be considered. This is an excellent career opportunity for an experienced risk management professional seeking to contribute to good governance within a significant state entity.
