This position sits within the KwaZulu-Natal Provincial Treasury in Pietermaritzburg and carries the responsibility of leading the Sub-directorate for Revenue and Debt Management. The role is fundamentally about strengthening municipal financial governance across the province. The Deputy Director will coordinate a range of support initiatives aimed at helping municipalities improve how they collect revenue, manage cash flow, handle debt, and assist indigent households. This is a senior management post that requires both strategic oversight and hands-on coordination, working closely with norms and standards teams to develop and implement frameworks and policies that guide municipal practice. The broader context is one of intergovernmental fiscal oversight, where Provincial Treasury plays a key role in ensuring that local authorities remain financially sustainable and compliant with legislation.
To be considered, candidates must hold an NQF Level 7 degree or higher in Commerce, Finance, or Accounting. They also need at least three years of junior management experience specifically in revenue and debt management within the municipal finance environment. A valid driver’s licence is required, although the department has indicated that people with disabilities who do not hold a licence will be assisted with work-related travel arrangements. The role demands a wide-ranging knowledge base, including the Constitution, the Public Service Regulations of 2016, the MTEF and budget processes, the PFMA and Treasury regulations, the Municipal Finance Management Act, the Municipal Systems Act, the Municipal Structures Act, the Municipal Property Rates Act, GRAP and other local government accounting standards, as well as supply chain management and procurement legislation. Familiarity with strategic planning frameworks, annual performance plans, the National Development Plan, and service delivery frameworks is also expected.
On the competencies side, the successful candidate will need strong financial management, leadership, planning, organisational, and project management skills. Analytical thinking, policy development, problem-solving, change management, conflict management, negotiation, and stakeholder relationship management are all essential. Advanced verbal and written communication, presentation skills, computer literacy, and the ability to support organisational transformation are equally important. The main duties involve coordinating revenue management support, cash management support, debt management support, and indigent household support initiatives provided to municipalities. The Deputy Director will also coordinate the development and implementation of frameworks and policies in collaboration with the Norms and Standards directorate, and will be responsible for managing the human and other resources of the sub-directorate.
This is an all-inclusive remuneration package position, and the post is subject to the department’s employment equity preferences. Specifically, preference will be given to African males, African females, and people with disabilities who meet the requirements. This reflects the department’s commitment to transformation and inclusive representation within its senior management structures. The role offers an opportunity to make a tangible difference in municipal financial health across KwaZulu-Natal, working within a professional treasury environment that values compliance, innovation, and service delivery improvement.
