This position, based in Johannesburg, offers an exciting opportunity for a seasoned professional to serve as Deputy Director for Public Private Partnerships within the Directorate of Sustainable Fiscal Resource Management. The successful candidate will play a central role in advancing infrastructure delivery across municipal and provincial spheres by managing the full lifecycle of PPP projects. Reporting within a unit focused on sustainable fiscal resource management, the Deputy Director is expected to provide high-level technical expertise, ensure regulatory compliance, and support the directorate in both core and ad-hoc responsibilities.
Applicants must hold a three-year tertiary qualification at NQF Level 7 in finance, commerce, economics, built environment, law, or public management. They should also have between three and five years of experience at a junior management level, specifically in the fields of PPPs, infrastructure, law, commerce, or project management. In addition, a sound knowledge of the constitutional, legal, and institutional frameworks governing South Africa is essential, as this underpins the regulatory oversight and advisory functions of the role. The position is graded within the Occupation Specific Dispensation (OSD) framework and offers a structured all-inclusive remuneration package.
The core duties are multifaceted. The Deputy Director will manage the implementation of municipal and provincial PPP infrastructure projects, monitor compliance with the relevant regulations, and provide technical support and advice throughout the project lifecycle. This includes analysing restructuring projects and feasibility studies for non-core functional services, identifying and assessing potential PPP opportunities, and facilitating their implementation. Beyond the technical project work, the role involves substantial managerial and administrative responsibilities. The incumbent will provide administrative and financial support to the directorate, assist with project and human resource related matters, and supervise staff where applicable. They will also manage the unit’s mandatory monitoring and evaluation function, as well as oversee risk management, budget, and procurement functions. Additionally, they will support management on ad-hoc and non-PPP related tasks, ensuring flexible responsiveness to the directorate’s evolving needs.
There are several important conditions attached to this vacancy. The department encourages youth, people with disabilities, and candidates from designated groups, including coloured, Indian, and white applicants, to apply. A confirmation of disability from a registered medical practitioner must accompany applications from persons with disabilities. All shortlisted candidates will be required to undergo pre-entry assessments, including a practical exercise and an integrity or ethical conduct assessment, which will be scored as part of the interview process. Successful candidates will also be subject to personnel suitability checks covering vetting, criminal record, citizenship, credit record, qualification verification, and employment verification. Applicants must complete the prescribed application form in full and attach a comprehensive CV; certified copies of qualifications are only required for shortlisted candidates, and foreign qualifications must be accompanied by a SAQA evaluation certificate. The department reserves the right not to make an appointment, and only shortlisted candidates will be contacted within three months of the closing date.
