This is a senior management opportunity within the KwaZulu-Natal Provincial Treasury, based in Pietermaritzburg, for a Deputy Director tasked with overseeing the management of movable assets across the provincial government. The role sits within the Sub-directorate responsible for asset and inventory management and requires a leader who can ensure that provincial departments and public entities comply with legislative and policy frameworks. Working under the broader mandate of the Provincial Treasury, the Deputy Director will be central to strengthening governance, accountability, and the efficient use of public resources. The position carries an all-inclusive remuneration package and forms part of the provincial public service career structure.
Candidates must hold a three-year NQF Level 7 degree or higher in Financial Management, Accounting, or Commerce, with Accounting 3 as a major subject. This academic foundation must be complemented by at least three years of experience at junior management level in an accounting, asset management, or inventory management environment. A valid driver’s licence is a requirement, although the department has indicated that applicants with disabilities who do not hold a licence will be assisted with work-related travel obligations. The role demands a thorough understanding of national and provincial legislation, including the Public Finance Management Act, the Constitution of the Republic of South Africa, the Public Service Act, Treasury Regulations, and relevant planning frameworks such as the MTEF, the National Development Plan, and the Provincial Growth and Development Plan. In addition, knowledge of the Modified Cash Standard, GRAP or IFRS, and the legislation governing immovable asset management is essential. Strong skills in communication, financial management, project management, policy analysis, leadership, and stakeholder relations are also required.
The core duties of the post are wide-ranging and strategic. The Deputy Director will monitor the development and implementation of asset management frameworks, governance systems, and compliance mechanisms within provincial departments and public entities. This includes ensuring that asset and inventory management processes are implemented, monitored, and continuously improved. The role also requires providing expert guidance and technical advice to stakeholders, as well as capacitating teams and managing relationships across the provincial sphere. A key responsibility is the overall management of the Sub-directorate’s resources, which includes human, financial, and operational planning. The incumbent must also anticipate and resolve challenges related to asset lifecycles, reporting, and internal controls. This position is well suited to a results-driven professional who can work in a complex regulatory environment, translate policy into practice, and support the provincial government’s commitment to sound financial stewardship.
