Requirements
An appropriate bachelor’s degree/Advanced Diploma (NQF Level 7) in Public Administration, Management or Engineering related qualifications. An artisan trade qualification and Experience as an artisan assessor, trainer and moderator would be an advantage. A minimum of three (3) to five (5) years’ relevant experience in skills development, TVET, or occupational qualifications environment and three (3) years at a junior management level or Assistant Director. Sound knowledge of Post-School Education and Training (PSET) system, including Occupational Qualifications, SETAs, TVET colleges, and workplace-based learning. Knowledge of relevant legislative and policy frameworks such as the Skills Development Act, Occupational Qualifications Sub- Framework (OQSF), and the White Paper for Post-School Education and Training. Understanding of the District Development Model (DDM) will be an added advantage. Good coordination, stakeholder management, monitoring and evaluation, report writing, and project management skills. Computer literacy and a valid driver’s license. An appropriate bachelor’s degree/advanced diploma (NQF Level 7) in Automotive Engineering or equivalent qualification. Qualified Artisan in Auto-related trade Be in possession of Assessor and Moderator certificate. A minimum of Five (5) years supervisory and technical training or trade test experience after qualifying as an Artisan. Valid driver’s license. Good knowledge of Public Financial Management Act (PFMA), Treasury Regulations. Good knowledge of the Skills Development Act, National Qualification Framework, Occupational Qualifications Sub Framework, Occupational Health and Safety Act. Good knowledge of trade test regulations, Artisan recognition of prior learning (ARPL) processes, quality assurance and accreditation processes within trade testing. Skills: Ability to plan, organize, manage, and monitor activities and processes within the unit Ability, to implement and comply with related artisan policies and procedures, manage and assure the provision of trade testing services. Coordination and group facilitations skills. Skills to interpret and understand the policy. Skill to develop, improve and implement standard operating procedures and processes. Problem analysis, risk identification and report writing. Conflict management and general human and financial resource management skills. Computer literacy (MS Word, Excel, PowerPoint). DUTIES: Manage ARPL technical evaluation and trade tests of candidates in relevant trades (Automotive fields). Manage moderation of trade tests in the automotive- related trades to ensure fair results. Manage and oversee the development of trade test instruction sheets, mark sheets and trade test aids. Develop and implement procedure manuals in the division. Manage performance training and development of staff. Manage the budget and procurement process of the automotive division. Manage the maintenance and servicing of assets and equipment in the division. Ensure that workshops comply with the Occupational Health and Safety Act, Act as Liaison Officer between INDLELA and Stakeholders and Maintain accreditation of the automotive unit.
Duties
Coordinate, support, monitor, and evaluate the implementation of Occupational Qualifications (OQs) in partnership with relevant stakeholders. Facilitate and support the participation of SETAs, State-Owned Companies (SoCs), government departments, Provincial Skills Development Forums (PSDFs), and industry partners in the provision of workplace-based learning opportunities for A21 learners. Coordinate and support the phased-out implementation of NATED N1–N3 Engineering programmed in collaboration with the TVET Branch, QCTO, and other stakeholders. Support the implementation of the District Development Model (DDM) for the development of artisans and entrepreneurs. Coordinate the development and delivery of the Pre-Vocational Learning Programmed (PLP) for engineering programmers. Provide operational support and coordination to the Occupational Qualifications Delivery (OQD) Sub-Directorate. N.B.
