The Deputy Director: Municipal Revenue Management position sits within the Municipal Finance Management directorate, based in Johannesburg, and forms part of the broader effort to strengthen financial accountability in local government. The role is focused on promoting effective revenue management across the municipal sphere and ensuring that municipalities and municipal entities operate in full compliance with the Municipal Finance Management Act, its regulations, and related legislation. The incumbent will be responsible for managing the monitoring of municipal revenue management processes, overseeing compliance by local authorities, and providing bespoke, practical support to municipalities to help them improve revenue collection and financial management practices. The post also carries a strategic intergovernmental relations function, requiring active participation in meetings, workshops, and collaborative sessions, particularly with the National Treasury, as well as managing the human, financial, and other resources of the unit.
To be considered, applicants must hold a three-year tertiary qualification at NQF Level 7 in Financial Management, Accounting, Auditing, Internal Auditing, Cost Management, or Cost Accounting. In addition, they need three to five years of experience, of which at least three years must be at supervisory or junior management level in local government finance. Preferably, this experience should involve monitoring or implementing municipal budgets or revenue management, giving the successful candidate both the technical grounding and managerial maturity needed to influence municipal finance outcomes.
The core duties are wide-ranging and include managing the monitoring of revenue management processes in municipalities and municipal entities, ensuring compliance with the MFMA and related legislation, and delivering targeted support where municipalities face revenue-related challenges. The Deputy Director must also manage strategic relationships internally and externally, lead intergovernmental engagements, and ensure that resources are deployed effectively to achieve the unit’s objectives. This is a senior management role, graded according to the applicable public service dispensation, and it operates within a complex regulatory and policy environment.
Candidates should be aware of several appointment conditions. Shortlisted applicants will be required to complete two pre-entry assessments: one practical exercise and one integrity or ethical conduct assessment, both of which will be scored as part of the interview process. Successful candidates will also undergo personnel suitability checks, including criminal record, citizenship, credit record, qualification, and employment verification, as well as vetting. A foreign qualification must be accompanied by a SAQA evaluation certificate. The department encourages youth, people with disabilities, and candidates from designated groups, including coloured, Indian, and white applicants, to apply, with a medical practitioner’s confirmation required for disability. Due to the expected high volume of applications, no acknowledgement will be issued, and applicants who do not receive any response within three months of the closing date should accept that their application was unsuccessful. The department also reserves the right not to make an appointment or to utilise other recruitment processes.
