This Johannesburg-based post serves as Deputy Director for Municipal Financial Assets and Liabilities within the Municipal Finance Management component. The role is central to safeguarding and overseeing how municipalities and municipal entities handle their financial assets and liabilities, with a specific focus on cash management, investment management, and borrowings management. Operating within the broader local government finance framework, the incumbent will help ensure compliance with the Municipal Finance Management Act and its associated regulations, promoting sound and transparent financial practices across the municipal sphere. The position carries a senior management grading with an all-inclusive remuneration package, and it requires a candidate who can combine technical financial expertise with leadership and stakeholder engagement.
Applicants must hold a three-year tertiary qualification at NQF level 7 in Corporate Finance, Financial Accounting, or Auditing, and must have three to five years of experience at supervisory or junior management level within local government or corporate finance. A valid driver's licence is also required. This combination of formal education and practical leadership experience is essential for the credibility and technical authority needed to guide municipalities in these specialised areas. The role demands a thorough understanding of municipal finance legislation, as well as the ability to analyse complex financial data, identify risks, and provide reliable support to municipalities with varying levels of capacity.
The core duties involve managing and implementing monitoring systems for cash management practices, ensuring that municipalities and municipal entities follow the MFMA and related regulations. The deputy director will also oversee monitoring of investment practices, checking compliance with the Municipal Investments Regulations, and will manage the monitoring of short- and long-term borrowings in line with the MFMA and the Municipal Debt Disclosure Regulations. Beyond regulatory oversight, the role includes managing the support provided to municipalities on these topics, as well as managing the human and material resources of the unit. This means the post carries both technical and managerial responsibilities, balancing hands-on financial analysis with team leadership and stakeholder support.
The department has indicated a strong equity commitment, encouraging youth, people with disabilities, and candidates from coloured, Indian and white population groups to apply; applicants with disabilities must attach a confirmation from a registered medical practitioner. The recruitment process involves several safeguards. Shortlisted candidates, including those at SMS level, must complete two pre-entry assessments — one practical exercise and one integrity or ethical conduct assessment — and these are scored as additional criteria during interviews. Suitable candidates will also undergo a personnel suitability check covering vetting, criminal record, citizenship, credit record, qualification verification and employment verification. The department reserves the right not to fill the post or to utilise other recruitment processes. Foreign qualifications must be accompanied by a SAQA evaluation certificate. Given the expected volume of applications, only shortlisted candidates will be contacted, and applicants who do not hear within three months of the closing date should consider their application unsuccessful.
