This position sits within the Provincial Treasury of the Western Cape Government and is central to strengthening municipal financial governance across the province. As Deputy Director for MFMA Co-ordination, the successful candidate will drive the implementation of the Municipal Finance Management Act, working to improve how municipalities conform to legislative requirements and perform financially. The role is essentially an intergovernmental coordination post, requiring close engagement with municipalities, provincial departments and other stakeholders to ensure that budget processes, financial reporting and oversight mechanisms are aligned with national and provincial priorities. The unit focuses on promoting accountability, transparency and sound financial management, and the Deputy Director is expected to provide leadership in translating financial data and policy into practical support for municipalities.
Applicants need an appropriate three-year bachelor’s degree or higher qualification in Financial Management, Financial Accounting, Management Accounting or a related field, together with at least three years of experience in an accounting, budget or financial management environment. A valid Code B or higher driving licence is required, although people with disabilities that restrict driving may apply if they have reasonable access to transport. The role demands a broad and deep understanding of local government legislation, including the MFMA and Treasury regulations, as well as the Division of Revenue Act and the local government fiscal framework. Familiarity with budget reform initiatives such as mSCOA, MFMA budget formats and the Local Government Budget and Expenditure Review is essential, as is the ability to interpret in-year monitoring reports using TIME and SIME data. Knowledge of budget assessment frameworks, financial oversight systems, the LG Database, dashboards and financial modelling platforms is also expected, along with project management, procurement and tendering processes within public finance. The post requires strong skills in policy development, public administration principles, audit outcomes, internal controls, governance practices, capacity building and performance management, together with an awareness of government strategic priorities and their implications for municipal budgeting.
The core duties involve promoting MFMA implementation, strengthening intergovernmental coordination and fostering stakeholder engagement while disseminating financial insights to improve municipal conformance and performance. The Deputy Director will evaluate in-year monitoring reports on municipal budget implementation to enhance accountability, data integrity and efficiency, and will assess municipal budgets against a refined framework covering conformance, credibility, sustainability and remedial action. The role also includes planning and managing the work of the subdirectorate and accounting for its overall performance. A BCom with majors in Accounting, Auditing, Economics, Public Management or Financial Information Systems will be advantageous. Shortlisted candidates must attend interviews, submit vetting and supporting documentation within set timeframes, and complete two pre-entry assessments: a practical exercise and an integrity assessment. The selection process will be guided by the department’s employment equity targets, and applicants consent to employment references, including checks on disciplinary records and reasons for leaving.
