This position offers an opportunity to play a senior leadership role in one of the Western Cape’s most significant health infrastructure initiatives. Based at the Tygerberg Hospital Redevelopment Office and falling under the Facilities and Infrastructure Management directorate, the Deputy Director: Manager Hospital Development is responsible for driving the strategic planning, management and implementation of a major Public Private Partnership (PPP) central hospital project. The role sits within a complex institutional environment and requires close collaboration with multiple professional disciplines, government departments and external stakeholders. As a 5/8th post, the position is structured to allow for a reduced working week while still carrying substantial executive-level responsibility for project delivery, contract oversight and stakeholder relations.
Candidates must hold an appropriate NQF level 7 qualification in a related field such as Business Administration, Economics or Property Studies. The role demands extensive senior managerial experience at complex institutions, with proven exposure to infrastructure project management, health facility management and stakeholder engagement. Crucially, applicants need demonstrated experience in Public Private Partnerships from inception through to implementation, including drafting PPP contract documentation, leading negotiations and managing contracts once in place. A valid driver’s licence (Code B/EB) is required, and the ability to work extended hours, including after hours and weekends, is an inherent requirement of the post.
The core duties are centred on the redevelopment of the central hospital project. The successful candidate will provide strategic direction for the PPP project, ensuring that planning, management and implementation align with broader health infrastructure goals. This includes engaging with all affected institutions and stakeholders throughout the project cycle, securing ongoing consultation and buy-in, and supporting the Director in developing Request for Proposal documentation for the new Central Hospital. The role also involves assisting the Director with PPP contract negotiations and ongoing contract management, as well as taking responsibility for budget management, updating expenditure and output targets, and supporting administration and development functions within the office.
The ideal candidate will bring strong knowledge of programme and project management methodologies relevant to the health environment, including planning, financial management, information systems, monitoring and reporting. Familiarity with public sector legislation, particularly the PFMA, and infrastructure delivery processes with reference to National Treasury PPP Regulation 16, is essential. Advanced computer literacy, including Microsoft Office and project management or graphics applications, is expected, along with excellent verbal and written communication skills, presentation ability, and the capacity to independently analyse information and produce high-standard documents. This is a demanding but rewarding role for a seasoned manager seeking to shape the future of public hospital infrastructure. Applications are accepted online only, and no payment of any kind is required when applying for this post.
