The Department of Government Printing Works in Pretoria is seeking a Deputy Director for Management Accounting, a senior financial leadership role reporting directly to the Head of Business Units and the Chief Executive Officer. Operating within the broader Public Service regulatory environment, this position is central to ensuring the organisation’s financial health, compliance, and strategic decision-making. The role requires a seasoned finance professional capable of managing the full spectrum of management accounting functions, from monthly and quarterly reporting to long-term planning and policy review. As a Deputy Director, the incumbent will also be responsible for leading a sub-directorate, which includes supervising staff, managing performance appraisals, and building team capacity.
Candidates must hold a Grade 12 certificate as well as a degree at NQF level 7, recognised by SAQA, in Financial Management or Finance. A minimum of three years’ experience at the Assistant Director level within a financial or accounting environment is required, along with a valid driver’s licence. The position demands thorough knowledge of the Public Service Regulatory Framework, the Public Finance Management Act, National Treasury Regulations, financial management prescripts, cost accounting principles, and general business practices. Because the role involves interaction with various levels of management and may require travel and extended working hours, strong communication skills and flexibility are essential.
The core responsibilities are multifaceted. The Deputy Director will compile and manage monthly and quarterly management account reports, oversee the financial revenue and expenditure functions, and provide regular feedback to business unit heads and the CEO. This includes analysing income, expenditure, assets, and liabilities, as well as ensuring that the bookkeeping system and financial controls are efficient and effective. A significant part of the role involves strategic guidance on reporting, compliance, and regulatory matters. The incumbent will analyse financial statements, quarterly reports, and product line profitability through sales profitability reports, while also monitoring printing equipment consumption rates and waste disposal ratios. Inputs to annual spending plans aligned with the business plan, as well as reviews of directorate policies, are also expected.
Compliance is a major focus. The Deputy Director must ensure adherence to the PFMA and Treasury Regulations, respond properly to audit findings, and compile or oversee reporting required by the PFMA. This includes reviewing compliance reports and certificates. Leadership duties involve monitoring equipment utilisation, evaluating subordinate performance, implementing workplace discipline, and identifying resource requirements for business plans. The position carries a senior management service grading, meaning shortlisted candidates will be required to complete the SMS Pre-entry Programme at their own cost, submit to pre-entry assessments, and undergo psychometric and integrity evaluations. Applicants should note that only shortlisted candidates will be contacted, and a personnel suitability check, including qualification verification, will be conducted. The role offers an all-inclusive remuneration package and is based in Pretoria. This is a demanding yet rewarding opportunity for a finance professional seeking to shape public sector financial management and contribute to the strategic direction of a key government entity.
