This position offers an exciting opportunity for a seasoned ICT professional to take on a strategic leadership role within a provincial government department, based in Durban. As the Deputy Director for ICT Business Solution and IT Governance, the incumbent will be responsible for steering the department’s technology direction and ensuring that all information systems and governance frameworks align with legislative requirements and service delivery objectives. Operating at a senior management level, this role is central to modernising the department’s digital environment while maintaining compliance with a broad range of public sector regulations. The successful candidate will need to balance technical expertise with strong managerial acumen, as the role requires overseeing both the strategic planning and the day-to-day operational management of the ICT sub-directorate.
Applicants must hold a tertiary qualification in Information and Communication Technology or Computer Science at NQF Level 7, coupled with a minimum of three years of junior management experience. Practical computer literacy in office software packages and a valid driver’s licence are also essential. Beyond these foundational requirements, the role demands an extensive working knowledge of key legislative and regulatory frameworks, including the Public Finance Management Act, the Public Service Act and Regulations, the Promotion of Access to Information Act, the Electronic Communications and Transactions Act, the Labour Relations Act, the Skills Development Act, the Archives Act, the SITA Act and Regulations, Treasury Regulations, and the National Intelligence Agency IT guidelines. Familiarity with COBIT and global information technology processes, as well as a solid understanding of computer hardware, software, and operating systems, is critical. The ideal candidate will demonstrate a broad set of competencies: strategic planning, financial and project management, research, facilitation, problem-solving, report writing, change management, analytical thinking, and people management. Personal attributes such as integrity, honesty, assertiveness, confidentiality, innovation, and the ability to work under pressure and beyond regular hours are equally important.
The core responsibilities of this role are centred on four key performance areas. The Deputy Director will manage the development and implementation of the department’s IT strategy, ensuring that technology investments support institutional goals. They will also manage IT business solutions, overseeing the selection, deployment, and maintenance of software and systems that enable effective service delivery. Another critical duty is the management of the IT disaster recovery and business continuity plan, safeguarding departmental operations against disruptions. Furthermore, the role involves developing policies, strategies, and an ICT governance framework to improve service delivery and ensure compliance with all relevant prescripts. Finally, the post entails managing the resources of the sub-directorate, including human, financial, and material assets, fostering a productive and compliant work environment. This is an OSD-graded senior management position, and interested candidates should note that the department may apply equity targets and special employment conditions in line with public service regulations.
