This is a senior management role within the South Service Centre based in Hilton, serving as Deputy Director for Human Resources Administration, Policies and Practices. The position sits within the provincial government’s human resources function and is responsible for leading and overseeing the sub-directorate that handles the full spectrum of HR administration and policy implementation. The incumbent will ensure that HR services are delivered in line with the Constitution, the Public Service Act, the Public Administration Management Act, the Public Service Regulations, and the Directive on Human Resources Management and Development for Public Service Professionalisation, as well as other relevant legislation and collective agreements. The role requires a thorough working knowledge of the PFMA, EPMDS, the Basic Conditions of Employment Act, the Labour Relations Act, departmental and national HR policies, DPSA directives, bargaining council resolutions, PERSAL functions, and GEPF prescripts. This is an all-inclusive senior management package position, and the successful candidate will be expected to operate at a strategic level while managing day-to-day HR service delivery.

Candidates must hold an NQF level 06 qualification in Human Resources Management, Public Administration, or a related field, and must possess a valid driver’s licence. At least three years of junior management experience in a human resources management and administration environment is required. The successful applicant will need strong communication, interpersonal, computer, management, report writing, problem-solving, conflict management, time management, presentation, planning, organising, project management, policy analysis, and analytical thinking skills. The role demands someone who is self-disciplined, self-driven, and able to work under pressure with minimal supervision. A sound understanding of the public service regulatory framework and the ability to interpret and apply policies and directives are essential.

The core duties include managing human resource administration, policies and practices services; overseeing recruitment and selection processes; managing conditions of service; handling salary administration; and managing the resources of the sub-directorate. This includes ensuring compliance with relevant prescripts, providing strategic direction to the team, and aligning HR practices with departmental and national objectives. The Deputy Director will also be responsible for planning, organising, and project management within the sub-directorate, as well as producing reports and managing conflict effectively.

Applicants should note the specific application and selection conditions outlined in the advertisement. These include the requirement to use the prescribed Z83 form for manual applications, the need for a comprehensive CV, and the fact that only shortlisted candidates will be asked to submit certified copies of qualifications and supporting documents. Foreign qualifications must be evaluated by SAQA. All shortlisted candidates, including those at SMS level, will undergo two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment. If no feedback is received within three months after the closing date, applicants may assume their application was unsuccessful. This is a demanding but rewarding role for an experienced HR professional seeking to contribute to public service transformation and effective human resource governance.
