This position offers an opportunity to serve as Deputy Director for Human Resource Policy within the Human Resource Administration directorate, based in Pretoria, Gauteng. The role is a re-advertisement, and candidates who applied previously are encouraged to submit their applications again. Operating at a senior management level within the public service, the incumbent will be responsible for shaping, reviewing, and implementing human resource policies and delegations across the department, ensuring alignment with legislative prescripts and strategic objectives. The post is structured as an all-inclusive remuneration package in line with MMS rules, reflecting the seniority and scope of the responsibilities involved.

Applicants must hold a Grade 12 certificate and a National Diploma at NQF level 6 in Human Resource Management, Public Management, or Public Administration. At least three years of experience at junior management level within an HR policy environment is required. The role demands a thorough working knowledge of human resource policies and prescripts, alongside strong communication skills in both verbal and written forms. Strategic planning, leadership, presentation, and facilitation abilities are essential, as are conceptual thinking, human relations, and policy drafting or report writing skills. The successful candidate will also need to demonstrate competence in negotiation and consultation with key stakeholders, computer literacy, and problem solving. A valid driver’s licence is mandatory, and the ability to travel and work irregular hours is a necessary condition of the post.

The core duties are wide-ranging and centre on the full policy lifecycle. The Deputy Director will monitor the development, review, alignment, and implementation of HR policies, identifying which policies need to be created, amended, or aligned. This includes undertaking gap analyses, researching best practices, compiling and drafting policies, requesting and consolidating stakeholder inputs, and consulting relevant forums such as components, task teams, labour structures, and management meetings. The role involves finalising policies for management approval through memoranda and presentations, then assisting with communication and implementation to ensure consistent application across the department. Similarly, the position requires identifying HR functions to be delegated in line with prescripts, drafting delegations, consulting with legal and labour role players, and finalising delegation documents for approval.

Beyond policy and delegation work, the role encompasses the development and management of the departmental human resource plan. The Deputy Director will examine the department’s strategic plan, benchmark with other organisations, and compile the HR plan and implementation plans for submission to the delegated authority and the Department of Public Service and Administration by the required annual deadline. This involves conducting workforce analysis to identify qualitative and quantitative gaps, determining HR priority issues, and performing internal and external environmental scans to anticipate trends affecting HR planning. The incumbent will also compile monthly, quarterly, and annual reports, manage the review and alignment of the HR plan to the Medium Term Expenditure Framework, analyse performance, forecast future expenses, and determine available budget and capacity for implementation. Advocacy of HR policies is another key responsibility, including distributing approved policies, arranging information sessions via platforms such as Teams or Zoom, preparing presentations, and issuing departmental communications. The role also entails rendering advice and assistance on HR matters and cases as they arise. This vacancy carries an employment equity target aimed at Africans, Whites, Indians, and persons with disabilities, and interested applicants should note the specific application procedures and closing date associated with the circular.
