This re-advertised Deputy Director position sits within the Strategy, Operations and Compliance branch of the National Prosecuting Authority’s Human Resource Management and Development unit, specifically in HR Transformation. Based at the NPA Head Office in Pretoria, the role is central to embedding sound human resource planning and employment equity practices across the organisation. The post is graded as a middle management service position, which means the successful candidate will be expected to operate with a high degree of independence, professionalism, accountability and credibility. It is a senior role that carries both strategic and operational responsibilities, requiring someone who can navigate government HR prescripts while leading a team of practitioners.
The core function is to facilitate the development, implementation and monitoring of the NPA’s Human Resources Plan and Strategy. This includes conducting research and surveys on labour matters, developing and reviewing HR policies and strategies, and analysing HR information to provide well-grounded advice and support to management. The Deputy Director will also lead the Employment Equity agenda, guiding the development and implementation of the Employment Equity Plan, managing disability, gender and diversity issues in the workplace, and coordinating regional employment equity plans to ensure consistency and compliance. Advocacy is a major part of the role: the post holder will promote EE programmes, including disability awareness, develop strategies to enhance transformation, and ensure robust reporting on gender mainstreaming and diversity interventions. The position also involves supervising a team of practitioners responsible for HR planning, employment equity and related programmes, so strong managerial and people skills are essential.
Applicants need an appropriate Bachelor’s degree at NQF level 7 or a three-year diploma at NQF level 6, together with at least five years’ experience in human resources, of which three years must be specifically in HR strategies, employment equity and diversity management. A further three years of experience in staff management is required. The ideal candidate will have working knowledge of HR planning and employment equity processes within government, a thorough understanding of general HR practices, and familiarity with applicable public service legislation and prescripts. Research, presentation, facilitation, report writing, communication, analysis, problem-solving and project management skills are all important, as are advanced computer skills and a valid driver’s licence.
The NPA places strong emphasis on integrity and governance. Appointment is subject to a security clearance of at least confidential level, and successful candidates should expect fingerprint verification, social media checks and, for SMS positions, pre-entry assessments including a practical exercise and an integrity test. Shortlisted SMS candidates may undergo psychometric assessments to evaluate cognitive abilities, behavioural preferences, emotional intelligence and integrity, and a pre-entry certificate from the National School of Government is required for Public Service Act appointments. The NPA reserves the right not to fill the post, and applicants who do not receive feedback within six months of the closing date should consider their application unsuccessful. This summary captures the main duties, requirements and conditions; candidates should consult the full advert for application instructions and documentation details.
