It is a senior management echelon position, graded at Level 11 with an all-inclusive salary package, and it reports within a branch that supports the department’s broader human resource administration functions. The role is essentially a strategic and operational leadership post focused on the management of human resource information systems, particularly PERSAL, and on ensuring that HR data, reporting and records are managed in line with government legislation and departmental policies.
Candidates must hold a relevant NQF level 7 qualification in Human Resource Management or Public Management, together with five years of management experience in HR information management and HR systems, specifically PERSAL. A Departmental PERSAL Controllers Certificate is required, as is proven extensive PERSAL experience. The role demands strong technical skills in MS Excel, Word and databases, along with HR analytics, dashboards, workforce analytics and the ability to use management information trends for evidence-based decision making. A valid unexpired driver’s licence must be disclosed. Strategic knowledge of HR information management and systems is essential, as is a sound understanding of government legislation including the Public Service Act, Public Service Regulations, POPIA, NARSSA, PFMA and the minimum information security standards frameworks. The ideal candidate will also understand data governance, analytics and reporting, policy development, monitoring and evaluation, people empowerment, change management, business process improvement, finance, risk management, audit compliance, strategic capacity building, leadership, and project and programme management. Strong communication, stakeholder management, client orientation, ethical conduct, accountability, problem solving and decision making abilities are also key.
The main duties include managing the HR information system and monitoring the administration, maintenance and optimisation of HR systems such as PERSAL. The incumbent will manage the implementation and maintenance of the approved departmental structure on PERSAL, oversee the post establishment, and manage the vacancy rate. The role involves managing the provision of HR information and reporting by assessing user requirements, ensuring quality assurance and formatting HR oversight reports, including Vulindlela reports. The post holder will manage HR databases, ensure the storage and data integrity of HR information in line with legislation, and manage the monthly PERSAL management report. As the departmental PERSAL controller, the incumbent will ensure adherence to the departmental PERSAL policy, manage user access control, training and system changes, and liaise with National Treasury. The role also includes managing the human resource registry, overseeing the classification, storage, retrieval and disposal of HR records, supervising staff performance and development, and managing the unit budget including planning, monitoring and reporting on expenditure.
