This position is for a Deputy Director responsible for governance monitoring and compliance, with a specific focus on supporting public entities within the provincial government. Based at the head office in Polokwane, the role sits within the Governance Monitoring and Compliance directorate and is graded at a senior management support level, offering an all-inclusive remuneration package that can be structured according to Department of Public Service and Administration prescripts. The successful candidate will provide strategic and operational oversight to ensure that public entities comply with legislative and regulatory frameworks, particularly the Public Finance Management Act and Treasury Regulations.
The ideal candidate must hold an NQF level 7 qualification in Commerce, Accounting, Financial Management, Internal Auditing or a related field recognised by SAQA. They need at least five years of relevant experience, of which three years must have been at junior managerial or Assistant Director level within governance, compliance, internal control, finance, or auditing environments, including external and internal audit. A valid driver's licence is required, except for applicants with disabilities. The role demands strong planning, coordination, project management, leadership, and communication skills, as well as the ability to interpret and apply Treasury directives, the PFMA, and Treasury Regulations. Analytical thinking, report writing, workshop presentation and facilitation, and computer proficiency in Word, Excel and PowerPoint are also essential.
Key duties include monitoring the implementation of action plans addressing Auditor General audit findings across public entities. The Deputy Director will coordinate and monitor the consistent use of action plan templates, organise workshops and information sharing sessions, and analyse progress reports for oversight structures such as SCOPA and House resolutions. They will meet quarterly with public entity action plan coordinators to discuss compliance outcomes and attend audit committee and audit steering committee meetings to track compliance and provide technical support. The role also involves managing PFMA compliance by distributing and analysing compliance templates, recommending corrective measures, and ensuring correct disclosure of unwanted expenditure in financial statements. Other responsibilities include facilitating the listing or delisting of public entities with National Treasury, reviewing governance compliance with the Companies Act and King V, and supporting the functioning of audit and risk committees.
The position also requires coordinating the Central Inter-Departmental Remunerative Committee, including developing its annual schedule aligned with the provincial corporate calendar, and providing secretariat services. The Deputy Director will facilitate the appointment of provincial audit committees in line with Treasury Regulations, conduct analysis on delegation of authority, and monitor the implementation of SCOPA or House resolutions. They will also coordinate forensic investigations and report to oversight structures. This is a demanding role suited to a professional with strong governance expertise, adaptability, and the ability to manage multiple stakeholders across the public entity sector.
