This position within the Western Cape Mobility Department offers an experienced supply chain management professional the opportunity to lead governance and demand management functions at a senior level. As Deputy Director, the successful candidate will be responsible for overseeing compliance, performance management, and demand management services within the department, ensuring that procurement and provisioning activities align with legislative frameworks and departmental objectives. The role is a supervisory and management post, requiring the ability to plan, direct, and account for the overall performance of the Sub-Directorate, while also managing people and financial resources effectively.
Applicants must hold an appropriate three-year bachelor’s degree or higher qualification in Financial Management or Supply Chain Management, coupled with at least three years of relevant supply chain management experience in a governance and demand management environment, gained at a supervisory or management level. The role demands a thorough working knowledge of key legislation and policies, including the Public Finance Management Act, the Preferential Procurement Policy Framework Act, the Broad-Based Black Economic Empowerment Act, and the Public Service Anti-Corruption Strategy. Familiarity with National Treasury Regulations, Provincial Treasury Instructions, and the Supply Chain Management Guide for Accounting Officers and Authorities is essential. The post also requires the ability to manage delegation frameworks, service level agreements, supplier relationships, contracts, strategic sourcing, and departmental policies, as well as proficiency in government financial systems and public sector supply chain models.
The main duties are broad and strategic. The Deputy Director will manage and oversee compliance and performance management services, ensuring that the department adheres to regulatory requirements and internal controls. The role also involves leading a demand management service, which includes planning, forecasting, and coordinating procurement needs across the Mobility portfolio. In addition, the incumbent will be responsible for the full management of the Sub-Directorate, including people management, financial management, and the delivery of reports and presentations. The ability to conduct economic, financial, and statistical analysis, perform legal administration, and manage projects is important, as is the capacity to work under pressure, travel frequently, and maintain effective interpersonal relationships.
Shortlisted candidates should note that the selection process includes two pre-entry assessments: a practical exercise testing technical and generic suitability, and an integrity assessment relating to ethical conduct. Candidates will also need to submit vetting and supporting documentation within a specified timeframe, and reference checks will include enquiries about disciplinary records and reasons for leaving previous employment. The selection process will be guided by the employment equity targets of the department, and the post is graded at a senior management level within the public service. This is an ideal opportunity for a seasoned supply chain professional seeking to contribute to governance and strategic procurement within a provincial government environment.
