DEPUTY DIRECTOR-GENERAL: ROAD TRANSPORT REF NO: DOT/ HRM/2026/33 Branch: Road Transport

This senior executive position within the Department of Transport’s Road Transport Branch is responsible for leading the development and management of South Africa’s road infrastructure network. Based in Pretoria, the Deputy Director-General: Road Transport provides strategic direction and oversight across planning, engineering standards, road traffic regulation, and the governance of key road transport entities. The role sits at the management echelon and is ideal for an experienced civil engineering or construction studies professional with a strong record at senior management level in road infrastructure management and development. The remuneration package is at a senior management level, with a portion that may be structured according to the individual’s needs.

Candidates must hold an NQF 8 qualification in Civil Engineering or Construction Studies recognised by SAQA, and have at least eight years of relevant senior management experience in the road infrastructure field. A certificate of successful completion of the National School of Government’s Senior Management Service Pre-Entry Programme is required. The role demands sound knowledge of road infrastructure standards and guidelines, civil engineering specifications in South Africa, roads supervision, and community development programmes. A working knowledge of the PFMA, MMFA, Treasury Regulations and GIAMA is essential, along with research and policy experience, procurement and project management skills, and the ability to compile management and technical reports. Strong budgeting, financial management and economic skills are also required.

The duties are broad and strategic. The incumbent will manage the coordination of planning, development and implementation of a sustainable, reliable integrated road infrastructure network, including rural roads development strategy and low-cost non-motorised transport. They will manage road grants funding, road engineering standards, and the research and updating of technical norms, standards and guidelines. The role includes survey quality control on road works and the development of an asset management system for road infrastructure in line with GIAMA. On the regulatory side, the post manages the road traffic environment, the development of road traffic acts and regulations, enforcement regulations, and road safety projects. The Deputy Director-General will also manage the driving licence card account, provide technical support to all Road Transport Entities such as SANRAL, RAF, RTMC, RTIA and C-BRTA, and manage the Driving License Card Trading Account income and expenditure.

In addition, the post carries full managerial responsibility for the branch’s resources, staff development, governance and administrative continuity. The role requires ensuring compliance with administrative requirements, preparing implementation plans, authorising expenditure, managing audit queries, setting and monitoring budget levels, and overseeing quality control. The incumbent must compile the branch’s annual report and strategic plan, monitor planning and delegation, and ensure monitoring and evaluation is carried out across all areas.
