This senior management position is based at the Head Office in Cedara and sits within the KwaZulu-Natal provincial government’s funding facilitation unit. The Deputy Director: Funding Facilitation is responsible for driving the sourcing and facilitation of project and programme-specific funding, with a particular focus on ensuring that rural small, medium and micro enterprises (SMMEs) can access appropriate financial support. The role operates at a strategic leadership level, combining financial management with policy development, stakeholder liaison and the day-to-day management of a sub-directorate. It is an MMS-level post with an all-inclusive package, reflecting the seniority and scope of the responsibilities involved.

To be considered for this post, applicants must hold an NQF level 07 qualification in Business Management, Business Administration or Marketing, and must have a valid driver’s licence. A minimum of five years’ relevant junior management experience is required. The successful candidate will need a comprehensive understanding of the legislative and regulatory framework governing the public service, including the Constitution, Public Service Act, Public Administration Management Act, Public Service Regulations, the Directive on Human Resources Management and Development for Public Service Professionalisation, the PFMA, Labour Relations Act, EPMDS, and the Basic Conditions of Employment Act. Knowledge of international relations frameworks, trade and industry guidelines, donor fund management, co-operations management, and relevant national and international legislation, standards, protocols, treaties and conventions is also essential. In addition, the role demands strong management, planning, diplomacy, communication, project management, interpersonal, organising, problem-solving, motivational, computer literacy, financial management, report writing, time management and decision-making skills. The ability to work under pressure with minimum supervision and a high level of self-discipline are equally important.

The core duties include managing the facilitation and sourcing of project and programme-specific funding, developing and updating the Rural Funding Model Framework for rural SMMEs, and providing accurate monitoring and reporting in respect of funding facilitation. The post also requires the development of policies and strategies aimed at improving service delivery, as well as the management of the sub-directorate’s human, financial and other resources. This is a demanding role that requires a balanced approach to strategic planning, operational delivery and stakeholder engagement.

Shortlisted candidates will be required to undertake two pre-entry assessments: a practical exercise to determine suitability based on the post’s technical and generic requirements, and an integrity (ethical conduct) assessment. Applicants should note that foreign qualifications must be evaluated by the South African Qualifications Authority (SAQA), and that only shortlisted candidates will be asked to submit certified copies of qualifications and supporting documents. Applications must be fully completed and signed, and the department encourages the use of its official e-recruitment system or designated online application centres. If no response is received within three months after the closing date, applicants should accept that their application was unsuccessful.
