The Deputy Director: Financial Management position is a senior leadership role based at Elim Hospital within the Limpopo Department of Health, responsible for overseeing the institution's entire financial operations. This is an OSD-graded post at salary level 11 with an all-inclusive remuneration package, reflecting the strategic importance of the role in ensuring sound fiscal governance within a public healthcare environment. The incumbent will act as a key financial steward, ensuring that the hospital complies with all applicable legislative frameworks and maintains robust internal controls across every financial domain.

Applicants must possess a National Senior Certificate or Matric, combined with a national diploma, bachelor's degree, or equivalent qualification in Financial Management, Accounting, or Economics at NQF level 6 or higher, as recognised by SAQA. A minimum of five years of experience in financial management and related processes is required, with at least three of those years at a junior management level equivalent to an Assistant Director. While not mandatory, a CA(SA) or IIA membership, or eligibility to register as such, will be an added advantage. The role demands strong computer literacy in MS Outlook, Word, Excel, and PowerPoint, as well as proficiency in virtual meeting platforms. A valid driver's licence is an inherent requirement, unless the applicant has a disability. The ideal candidate will possess a deep understanding of the Public Finance Management Act and Treasury Regulations, along with practical knowledge of BAS, LOGIS, and other financial systems. Additional competencies include the ability to manage multiple projects, excellent written and verbal communication, report writing and presentation skills, and a client-focused, solution-oriented approach. The successful candidate must be assertive, self-driven, innovative, and able to maintain professionalism under pressure, with a clear understanding of the government Standards Chart of Accounts.

The core duties encompass the full spectrum of institutional financial management. This includes managing payment processes and ensuring invoices are settled within 30 days of receipt, overseeing revenue collection and debt recovery, billing of services, and salary administration. The role also involves budget planning and control, asset and inventory management, supply chain management, and the management of transport services. The Deputy Director will be accountable for ensuring a high level of compliance with all applicable prescripts and procedures and for providing ad hoc, monthly, quarterly, and annual reports on all these functions. This position therefore requires a hands-on professional who can coordinate multiple financial streams simultaneously while maintaining accuracy and accountability.

Interested candidates should note that applications are subject to strict conditions. The online application process requires a fully completed, signed Z83 form accompanied by a comprehensive CV in PDF format only, with no zipped or image files accepted. Shortlisted candidates will be invited to an interview and must present certified copies of qualifications, identity documents, and proof of registration with relevant statutory bodies. All shortlisted applicants will also undergo pre-entry assessments, including a practical exercise and an integrity or ethical conduct assessment. Foreign qualifications must be evaluated by SAQA. This is an excellent opportunity for a seasoned financial manager seeking to contribute to public health administration within a provincial government framework.
