This position is a senior financial leadership role based at Grey’s Hospital, within the Finance Department, reporting directly to the Chief Executive Officer. The Deputy Director: Financial Management is responsible for the overall financial health and governance of the institution, ensuring that public funds are managed with the highest degree of accountability, efficiency, and transparency. This involves directing and monitoring both financial management and Supply Chain Management (SCM) functions, while establishing sound internal controls, accurate financial reporting, and strict adherence to all applicable legislation and departmental policies. The role is central to supporting the CEO and hospital management in sustaining quality patient care through the prudent and economical use of public resources. As such, the incumbent must strike a balance between strategic financial stewardship and operational oversight, ensuring that every decision supports the hospital’s core mandate while remaining fully compliant with public sector prescripts.
Candidates must hold a Grade 12 or Senior Certificate, together with an appropriate Bachelor’s Degree or Advanced Diploma at NQF Level 7 in Accounting, Cost and Management Accounting, Financial Management, Business Administration, or an equivalent relevant qualification. In addition, a minimum of three to five years of middle management experience in financial management is required. Only shortlisted applicants will be asked to submit certified proof of qualifications and an HR-endorsed certificate of service, and all shortlisted candidates will be expected to undergo a technical assessment evaluating the knowledge, skills, and competencies essential to the post. A valid Code B (Code 8) driver’s licence is also required.
The core duties cover the entire spectrum of institutional financial management. This includes preparing, implementing, monitoring, and controlling budgets within the Medium-Term Expenditure Framework (MTEF), operating the Basic Accounting System (BAS), managing expenditure and cash-flow planning, administering revenue, and producing reliable financial reports. The incumbent will also oversee procurement and supply chain processes, ensure compliance with financial delegations, and manage financial risk, internal audit activities, and corrective action plans. An important part of the role is analysing financial information to detect expenditure trends and variances, then recommending and implementing corrective measures. The post requires strong leadership and people management capabilities, including supervising staff, driving performance management, and developing procedures and systems that strengthen internal controls.
Candidates must demonstrate a thorough understanding of the Public Finance Management Act (PFMA), Treasury Regulations, and other public sector financial prescripts. They should also possess excellent planning, organisational, analytical, problem-solving, and presentation skills, as well as effective written and verbal communication abilities, particularly in preparing reports and advising senior management. The ability to work independently, prioritise competing demands, meet deadlines, and perform under pressure is essential, as is computer literacy in Microsoft Excel, Word, and PowerPoint alongside experience with computerised financial systems. The successful candidate will interact regularly with hospital management, staff, auditors, and departmental officials, so strong stakeholder engagement and professional communication are vital. This is a demanding and highly responsible position suited to an experienced financial manager who is committed to public sector integrity and the continued delivery of quality healthcare services.
