    This senior role within the Limpopo Provincial Treasury’s Financial Management Capacity Building directorate is responsible for driving the province’s PERSAL training agenda from the Head Office in Polokwane. As Deputy Director, the incumbent provides managerial leadership to a team of Assistant Directors and trainers, ensuring that financial systems training is delivered consistently, accurately and in line with provincial priorities. The position sits at the heart of efforts to strengthen financial management capacity across Limpopo’s departments, with a strong emphasis on the Personnel and Salary Administration System (PERSAL) and the legislative frameworks that govern public finance.

    Candidates must hold an NQF level 7 qualification in Financial Management or Public Finance, recognised by SAQA, and have at least five years’ experience in the field, including three years at junior managerial or Assistant Director level within a financial management or financial systems training environment. A valid driver’s licence is required, with an exemption for persons with disabilities. The ideal candidate will demonstrate a thorough working knowledge of the Public Finance Management Act, Treasury Regulations, the Public Service Act and Regulations, Batho Pele Principles, and PERSAL itself, along with computer proficiency, strong organisational ability, adaptability, innovation and problem-solving skills.

    The duties are wide-ranging and combine operational training delivery with strategic oversight. The Deputy Director will conduct and manage PERSAL training across Limpopo, perform quality assurance on regional training, analyse course and trainer questionnaires, and compile course, monthly and quarterly reports for the Director. They will develop provincial training schedules in consultation with stakeholders, submit these for approval through the Director’s office, and distribute them to departmental CFOs and system controllers, as well as uploading them to the Training Management System. The role also involves managing financial systems training at National Treasury for courses not offered in Limpopo, attending financial management forums, monitoring training centres and trainers, moderating scripts, and overseeing marking and assessment. Supervision of subordinate Assistant Directors and trainers is a key component, including performance management, leave management, and ensuring training is delivered according to approved schedules. Database management on the Training Management System, importing data files, extracting and customising Excel reports, and monitoring the printing of certificates round out the responsibilities.

    This is an all-inclusive package position structured according to DPSA prescripts, and it offers the successful candidate the opportunity to shape financial management capacity across the province. The post is based in Polokwane and requires regular visits to training centres at Head Office and in the regions.
