The post sits within the Management Echelon and is responsible for driving the coordination and implementation of the Expanded Public Works Programme across the district. The role is central to ensuring that EPWP business plans are consolidated and aligned with national norms and standards, and that the programme delivers on its mandate of providing work opportunities and skills development through public infrastructure and service projects. The incumbent will work closely with lead sector departments, municipalities, and other public bodies, acting as a key liaison to ensure seamless coordination and effective delivery of EPWP initiatives at district level.
To be considered for this role, applicants must hold a Grade 12 certificate as well as a Bachelor’s Degree or Advanced Diploma at NQF Level 7 in Public Administration, Public Management, Human Resource Management, EPWP, Development Studies, Finance, Transport Management, or a directly related field. The role demands a strong blend of competencies, including management and leadership abilities, policy implementation skills, project and financial management expertise, people management, problem-solving, communication, and report writing. A thorough understanding of EPWP policy, recruitment guidelines, ministerial determinations, and the EPWP reporting system is essential for success in this position.
The core duties of the Deputy Director include managing the coordination and consolidation of EPWP business plans, overseeing functional steering committees and district forums in line with EPWP norms and standards, and providing direct support to lead sector departments and municipalities. The role also involves facilitating engagement with public bodies across all sectors, promoting the visibility of EPWP through marketing, branding, and project profiling, and managing stakeholder relations while offering technical support to EPWP stakeholders. Resource management is another key responsibility, covering human, financial, and physical assets or equipment.
Shortlisted candidates should be aware of several important conditions. Those called for interviews must submit certified documents on the day of the interview, and any foreign qualifications must be evaluated by SAQA with proof provided. Applicants must disclose any directorships, shareholding, or business dealings with organs of state, as well as any additional remunerative work outside their official duties. For SMS-level posts, candidates must complete the Senior Management Pre-entry Programme endorsed by the National School of Government and provide proof of completion prior to appointment. The selection process may include technical exercises, psychometric assessments, integrity assessments, and personnel suitability checks covering criminal records, citizenship, financial standing, qualifications, and references. The successful candidate will be required to enter into an Annual Performance Agreement and disclose financial interests annually. The department reserves the right not to make an appointment, and only shortlisted candidates will be contacted.
