This permanent middle-management post is located within the department's employee relations unit, based in Pretoria's Hatfield area, and is graded at a senior level with an all-inclusive remuneration package. The Deputy Director will serve as a key strategic and operational leader, responsible for shaping and maintaining the department's employee relations framework in line with public service prescripts and labour legislation. The role demands a broad understanding of the legislative environment, collective bargaining, dispute resolution, and disciplinary processes, with the aim of promoting a harmonious and positive workplace culture across the organisation.
Applicants must hold an NQF level 7 qualification or degree in Labour Relations, Labour Law, Human Resources Management, or a related equivalent field recognised by the South African Qualifications Authority. A minimum of three years of experience at Assistant Director or Middle Management level, specifically delivering labour relations services, is required. Practical proficiency in PERSAL is essential, as is a strong command of competencies including investigation, negotiation, conflict and dispute resolution, collective bargaining, project management, report writing, data analysis, presentation, facilitation, and problem solving. The ideal candidate will also demonstrate integrity, reliability, the ability to work under pressure, and a commitment to service delivery innovation and teamwork.
The duties are extensive and multifaceted. The incumbent will manage the design and maintenance of employee relations policies, plans, systems, guidelines, and procedures, while monitoring compliance across the department. They will provide advice on the full legislative framework, interpret policies and labour laws, and facilitate capacity-building programmes for employees and supervisors on discipline management. Representing the department in hearings, labour relations forums, and collective bargaining structures is a core responsibility. This includes obtaining mandates, managing conciliation and arbitration cases, implementing awards and Labour Court judgments, and coordinating litigation with legal services and the state attorney. The role also involves conducting investigations, drafting charge sheets, and ensuring disciplinary outcomes are approved, communicated, and implemented. Grievance resolution, appeal processes, and the management of collective bargaining agreements all fall within the remit, as does the preparation and submission of monthly, quarterly, and annual statistics and reports to internal and external stakeholders. Additionally, the post contributes to project management, financial resource management, change initiatives, operational excellence, and compliance oversight.
