This position sits within the Supply Chain Management directorate of a national government department, based in Johannesburg, and is responsible for leading the demand and acquisition management function. As Deputy Director, the incumbent will take charge of the full spectrum of procurement planning and bid management, ensuring that the department acquires goods and services in a compliant, transparent and efficient manner. The role is a senior management post within the public service environment, requiring a blend of strategic oversight, operational coordination and team leadership. The successful candidate will be expected to align the unit’s work with the department’s mandate, applicable public service regulations and broader supply chain management prescripts, while also driving performance improvement and service delivery innovation.
Applicants must hold a Matric certificate as well as an undergraduate qualification at NQF level 7, recognised by SAQA, in Supply Chain Management. In addition, a minimum of three to five years of experience at Assistant Director level within a supply chain management environment is required. This experience should have provided a solid grounding in the practical application of public service procurement rules, bid processes and the management of supply chain operations. The role also demands a working knowledge of performance management frameworks used in the public service, together with proven strategies for improving organisational performance. Candidates should be able to demonstrate strategic capability and leadership, people management and empowerment, programme and project management, financial management, and change management. Strong problem-solving and analytical skills, client orientation and customer focus, service delivery innovation, and unwavering honesty and integrity are also essential.
The duties of the post are wide-ranging and centre on the management of the demand and acquisition sub-directorate. This includes designing, developing and maintaining demand and acquisition management policies, processes and procedures; compiling the departmental procurement plan and obtaining the necessary approval; and establishing and supporting the Bid Specification, Bid Evaluation and Bid Adjudication committees. The Deputy Director will provide supply chain management advisory services to these committees, oversee the appointment of bid committee members, and ensure that tender and quotation specifications are compiled correctly. The role also involves managing the entire bidding process, from the compilation and advertisement of bid documents, through the publishing and receipt of bids, to the closing, opening and processing of submissions. In addition, the post holder will monitor the database of approved suppliers, coordinate audit-related information, and compile reports on the execution of the procurement plan and other supply chain management administrative activities. Managing the sub-directorate includes developing and implementing the operational plan, establishing effective communication arrangements, planning and allocating work, and ensuring that all required administrative reports are submitted timeously.
This is a demanding role that requires someone who is self-motivated, reliable and able to work well under pressure. Excellent written and verbal communication skills, strong interpersonal abilities, and a supportive leadership style that draws the best out of a team are important personal attributes. A positive attitude and a responsible approach to public resource management are equally vital. Employment equity targets apply to this vacancy, with preference given to suitably qualified African males, Indian males, Coloured males and persons with disabilities. Youth candidates are also encouraged to apply. The position is advertised through the Public Service Vacancy Circular, and interested applicants should review the full application instructions and closing date as indicated in the circular.
