This position sits within the Assets and Liability Management division of the National Treasury and is responsible for financing the government’s gross borrowing requirement, specifically by raising funds for infrastructure and climate-related projects. The Deputy Director will also contribute to the development of the domestic debt market, support sound investor relations, and help broaden the investor base. Based in Pretoria, this is a senior role that combines technical financial expertise with strategic policy advice, requiring a strong understanding of both domestic and international capital markets.

Applicants must have a Grade 12 certificate as well as a minimum National Diploma at NQF level 6 or a Bachelor’s degree at NQF level 7 in Economics, Finance, Statistics, Investment Management, or Mathematical Sciences. At least four years of relevant experience is required, with two years at Assistant Director level or equivalent, gained in financial markets, fixed income trading, or a financial research environment. The role demands knowledge of quantitative research methodologies, market analysis for broader business use, and experience dealing with various foreign interest rate markets and currencies. Exposure to money, banking, and capital markets is essential, as is experience in both qualitative and quantitative analysis of domestic and foreign capital markets.

The duties are wide-ranging. The incumbent will manage disclosure and listing requirements for domestic and offshore bond issuance, including initiating the annual filing process of the 18K form with foreign stakeholders such as the U.S. Securities and Exchange Commission and Japanese authorities. This involves engaging with stakeholders on information sourcing and exchange, verifying information for correctness, and ensuring accuracy. In managing domestic and foreign currency debt, the Deputy Director will monitor the debt portfolio and implement strategies to reduce refinancing risk and cost. Frequent market and portfolio analysis of qualitative and quantitative debt information is required, along with monitoring domestic and international economic events and assessing their impact on the South African economy and the debt portfolio. The role also includes analysing and advising on prudent debt management policies, recommending corrective strategies, and performing research on market volatility in both local and international markets. The post holder will also analyse and provide inputs to briefing notes and speeches.
