This position within The Presidency is responsible for the full spectrum of budget management for the institution, operating at a senior managerial level within the public finance framework. The Deputy Director will serve as a key strategic and operational resource, ensuring that the department’s budget planning, monitoring, and reporting processes align with national Treasury requirements and internal governance standards. The role is centered on coordinating and consolidating inputs for critical budget instruments, including the Medium Term Expenditure Framework, the Estimates of National Expenditure, and the Adjusted Estimates of National Expenditure. This involves managing reprioritisation, additional fund requests, and the movement of funds across branches, as well as allocating funds to various responsibilities within the departments. The incumbent will also compile expenditure forecasts, prepare monthly management reports, and contribute to in-year monitoring reports, providing vital financial insights to support decision-making.
The successful candidate will need a Senior Certificate combined with an appropriate Bachelor’s degree or National Diploma in Financial Management or Accounting, or an equivalent qualification at NQF level 6. A minimum of three to five years’ experience in a finance environment is required, along with strong working knowledge of Microsoft Office — particularly advanced Excel, including graphs and Pivot Table interpretation. Practical familiarity with BAS and PERSAL is essential, as these systems underpin government budgeting and personnel financial processes. The role demands robust competencies across communication, client orientation, honesty and integrity, service delivery innovation, knowledge management, problem solving, and strategic leadership. The candidate must demonstrate capability in program and project management, people management and empowerment, change management, and an understanding of the Public Service Regulatory Framework and government policy formulation processes. Additional expertise in strategic planning, resource allocation, human resource modelling, monitoring and evaluation methods, statistical analysis, policy analysis and research, analytical thinking, report writing, and presentation is required. An understanding of financial statements will be an advantage.
The core duties are broad and demanding. The Deputy Director will coordinate and consolidate inputs for the compilation of the MTEF and ENE, compile adjustment estimates, allocate funds to branches, and coordinate inputs for in-year monitoring reports. The role also includes compiling expenditure forecasts and monthly management reports, advising budget managers on budget-related issues, costing the establishment, and assisting with the preparation and review of financial statements. The position is based in Pretoria and is graded at an OSD level, offering an all-inclusive remuneration package. The Presidency is an equal opportunity employer, and this vacancy is part of a broader public service circular. Applicants should note the specific application procedures, including the requirement to quote the reference number on email applications, and that all enquiries are directed to the named contact person within the department. This is a high-responsibility role suited to an experienced financial professional seeking to influence national government budgeting and resource allocation.
