    Requirements

    An appropriate bachelor’s degree or equivalent qualification in Business Management, Public Management, Business Administration or equivalent. A minimum of three (3) to five (5) years’ appropriate experience in a Junior Management/ Assistant Director in administration environment. At least three (3) to five (5) years work experience in office administration in a supervisory capacity, Knowledge: Knowledge and understanding of stakeholder management. Verbal and written communication and presentation skills. Advanced computer skills (MS Word, MS PowerPoint, MS Excel, MS Access, and MS Outlook) Knowledge and understanding of Public Service Act and Regulation. Knowledge and understanding of Public Finance Management Act (PFMA) and Treasury Regulations. Knowledge of Logistics and Supply Chain Management, National Skills Development Strategy (NSDS), Skills Accord and Artisan Training and Development Regulation. Knowledge of Public Finance Management Act, 1999 (PFMA). Knowledge of Occupational Health and Safety (OHS). Skills: Leadership inclusive of Management and Financial skills. Communication inclusive of Presentation skills. Strategic Management skills. Logistics management skills. Change management skills. Risk management skills. Basic supply chain processes and understanding. Computer literacy.DUTIES: Develop and maintain INDLELA assessment management systems, effective control of assessment documents and effective recording, compilation and reporting of the assessments results. This includes: Implement and maintain a candidate trade testing administration system inclusive of fee mechanism and trade test scheduling in line with the trade test regulations ;Ensure that all trade test applicants are given feedback on trade test results and certification inclusive of responses to enquiries: Submit all necessary documentation to NAMB for recommendation of certification: Submit reports on registration and completions to NADSC and Management as required: Investigate and report on any irregularities and/or fraud within administration process and represent DHET at relevant legal processes in collaboration with DHET Legal Unit: Coordination of centralized functions of HR, ICT, supply chain, assets, security as well as support functions: facilities management, maintenance, auxiliary services and transport related to INDLELA day to day operations.: Apply good governance and HR management principles. Maintain effective risk management within the unit. Implement corrective measures as per reports from internal audit and the office of the Auditor General. Preparation and submission of Medium-Term Expenditure Framework in puts (MTEF), Estimated National Expenditure (ENE) and Adjusted Estimated National Expenditure (AENE) annual.
