This is a re-advertised senior management position within the Department of Correctional Services, based at the National Head Office. The Deputy Commissioner for Human Resource Development will provide strategic leadership and direction for the chief directorate, ensuring that the department’s human capital development initiatives are fully aligned with its broader objectives. The role sits at the heart of the department’s transformation agenda, requiring an individual who can translate policy imperatives into practical training and development programmes, while also managing the resources and people needed to deliver them. As a member of the Senior Management Service, the incumbent will be expected to operate with a high degree of autonomy, integrity and diplomatic skill, working across the Justice Cluster and with a wide range of governmental and non-governmental partners.

Candidates must hold an undergraduate qualification at NQF level 7, recognised by SAQA, in Human Resource Development, Public Administration or a related field. At least five years’ experience at a senior managerial level in a similar environment is required, along with a compulsory certificate for entry into the Senior Management Services, obtained from the National School of Government, which must be submitted prior to appointment. Computer literacy and a valid driver’s licence are also essential. The ideal candidate will have a thorough understanding of the dynamics of the Justice Cluster, as well as the Public Service Act, its regulations and the Labour Relations Act. In addition, the role demands strong financial management skills, strategic capability, policy development expertise, and proven project and programme management abilities. The successful applicant will also demonstrate transformation and change management competence, client orientation, problem-solving and analytical skills, service delivery innovation, sound decision-making, and the ability to manage and empower people. Personal attributes such as integrity, honesty, confidentiality, interpersonal relations, assertiveness, networking ability, diplomacy, tact and the capacity to influence and impact are equally important.

The duties are wide-ranging and strategic. The Deputy Commissioner will establish and monitor the implementation of strategic plans, and develop, manage and monitor the department’s training and development strategy. This includes designing and implementing career management and succession planning programmes, as well as managing a performance management system that links individual performance to strategic outcomes and functional responsibilities. The role also involves fostering effective relationships with all relevant role players, liaising and coordinating with governmental, non-governmental institutions and other structures. Budget preparation and implementation are key responsibilities, ensuring that financial resources are aligned with strategic plans and that expenditure is properly monitored, projected and reported. The incumbent will manage several specific service areas, including external training and standards, core curriculum, and functional and management training, while also overseeing human resources, finances, assets and performance information within the chief directorate.

This appointment will be made under the Correctional Services Act, and candidates who previously applied for this post are required to re-apply. The position is graded within the Senior Management Service and offers an all-inclusive remuneration package. Given the strategic nature of the role, applicants should be prepared for a rigorous selection process, including verification of the compulsory SMS certificate. Only online applications will be considered, as per the advertised instructions. This is an opportunity for a seasoned HR development leader to shape the capacity and capability of a major public service institution.
