This position offers an experienced mechanical engineer the opportunity to take on a senior management role within the built environment, based at the Head Office in Pretoria. As a Control Works Manager for Mechanical Engineering Services, the successful candidate will be responsible for the strategic and operational oversight of mechanical infrastructure across departmental buildings and facilities. The role sits within a public service context and carries accountability for ensuring that all mechanical systems are safe, functional, well-maintained and compliant with relevant legislation and government frameworks. This is a demanding role that requires both technical depth and strong managerial capability, as the incumbent will be expected to lead projects, supervise service providers and advise on complex engineering matters.
To be considered, applicants must hold a BSc, BEng or BTech in Mechanical Engineering at NQF level 7, recognised by SAQA, together with at least three years of post-qualification mechanical engineering experience specifically within the built environment. A valid driver’s licence is essential. The role demands a thorough working knowledge of the Occupational Health and Safety Act, the Public Finance Management Act, National Building Regulations, and government procurement systems used in construction and facilities management. Familiarity with the Supply Chain Management Framework and government budget procedures is also required. Candidates should be fully computer literate in MS Office applications including Word, Excel, PowerPoint, Project and Outlook, and must demonstrate strong report-writing, planning, organising, project management, leadership, problem-solving, facilitation and communication skills. Personal attributes such as patience, trustworthiness, dependability, innovation, analytical thinking, creativity, self-motivation and the ability to perform under pressure are also important.
The core duties are wide-ranging. The Control Works Manager will assess and report on the condition of mechanical engineering infrastructure, evaluate technical bids from professional service providers and contractors, and take sole accountability for planning, coordinating and managing all technical facilities management activities and projects. This includes overseeing the maintenance of building assets across electrical, mechanical and plumbing disciplines, as well as specialised services such as lifts, escalators, HVAC systems and fire detection systems. The role also covers mechanical and water reticulation infrastructure, ensuring these are maintained efficiently, financially and optimally. The incumbent will supervise service providers delivering both preventive and corrective maintenance programmes, attend to maintenance requests in line with operational standards, and conduct quality control over the work of consultants and contractors during project execution. Additional responsibilities include assisting project managers with technical disputes, reviewing and auditing final mechanical engineering and construction contract accounts, developing and updating standardised mechanical engineering practice manuals, and participating in the administration and performance monitoring of Total Facilities Management contracts. This involves checking service level agreement compliance and evaluating contractor performance. Regular monthly site inspections are required to monitor progress, verify work against payment claims, and report on quality and programme compliance. The role also includes conducting detailed Facility Condition Assessments of mechanical infrastructure, compiling condition reports with remedial cost estimates and prioritised intervention plans.
As with all public service appointments, shortlisted candidates will be subject to normal vetting and verification processes, including Personnel Suitability Checks. Applicants should note that foreign qualifications must be evaluated by SAQA. The application process requires the prescribed Z83 form and a detailed CV, and only shortlisted candidates will be contacted. This is an excellent opportunity for a qualified mechanical engineer seeking a challenging leadership role within government infrastructure management.
