The Control Works Manager for Mechanical and Electrical Works Management is a senior technical and managerial position based at the Nelspruit Regional Office of the Department of Public Works. The role sits within the broader mandate of managing and maintaining state-owned facilities, ensuring that all electrical and mechanical installations and components operate safely, efficiently, and in line with applicable legislation and prescribed standards. This is an OSD-graded post, reflecting its technical and supervisory nature, and it calls for a professional who can balance hands-on engineering oversight with strategic planning, budgeting, and people management.

Candidates must hold a minimum three-year tertiary qualification at NQF Level 6 in either Electrical or Mechanical Engineering, with appropriate relevant experience. Alternatively, an N3 qualification combined with a trade test certificate in Electrical or Mechanical Engineering, plus registration as an Engineering Technician and more than six years of appropriate experience, will also be considered. A valid driver’s licence is essential, as the role requires travel to various facilities. The ideal candidate will have a working knowledge of the Public Finance Management Act, the Occupational Health and Safety Act, the National Building Regulations and Building Standards Act, project management principles, property and facilities management, and government procurement processes and systems. Strong abilities in negotiation, planning, communication, and working under pressure are required, along with computer literacy. Professional registration in the relevant engineering field will serve as a distinct advantage.

The core duties involve ensuring that all electrical and mechanical installations in state-owned buildings are properly maintained and repaired to the required standards, guided by laws and regulations. The manager must also ensure that all components and installations are registered and listed in the facilities register, and that service contracts for these systems are planned and executed effectively. A significant part of the role is contributing to the budgeting process for maintenance, as well as managing the day-to-day maintenance budget in compliance with the PFMA. The position also carries responsibility for ensuring compliance with the OHSA and the National Building Regulations Act, and for managing and monitoring the performance of Chief Works Managers, including the implementation of the Performance Management and Development System.

Applicants should be prepared for a rigorous recruitment process. Shortlisted candidates will be required to submit certified copies of qualifications and other documents before the interview, and all appointments are subject to normal vetting and verification processes, including personnel suitability checks. Foreign qualifications must be evaluated by the South African Qualifications Authority. The application process itself requires the prescribed Z83 form and a detailed CV, and candidates are reminded that only shortlisted applicants will be contacted. This is a demanding but rewarding role for an experienced engineering professional seeking to contribute to the effective management of public infrastructure.
