The Control Works Inspector: Building position is a specialist technical role within the Maintenance directorate at the Sedibeng Facility Maintenance Hub, focused on ensuring that government buildings and related infrastructure are kept in a safe, functional, and compliant condition. This is an OSD-graded post that sits at the heart of the department’s maintenance operations, bridging the gap between client departments, contractors, consultants, and internal works teams. The role is responsible for the day-to-day oversight of both routine maintenance and minor new works projects, making sure that work is delivered on time, within budget, and to the required quality standards. It also carries a supervisory element, with the post holder expected to lead subordinate Works Inspectors and other staff, while promoting broader government priorities such as the Extended Public Works Programme and support for SMMEs and BBBEE initiatives.
To be considered for this role, candidates need a National Diploma in the T, N, or S streams, or an equivalent qualification, combined with an N3 qualification and a passed Trade Test in the building environment. Alternatively, registration as an Engineering Technician is accepted. Applicants must also have at least six years of relevant, appropriate experience and hold a valid driver’s licence. The role demands excellent communication skills, both spoken and written, as well as strong technical knowledge of the building industry, relevant legislation, and quality control standards. A methodical approach to work, the ability to prioritise competing workloads, keen attention to detail, and effective teamwork are all essential. The department is looking for someone who is people-centred, professional, honest, and committed to Batho Pele principles and transformation.
The core duties are broad and hands-on. The successful candidate will allocate tasks and projects for maintenance and minor new works, monitor progress and expenditure, and attend monthly project progress meetings with clients and stakeholders. They will ensure the Works Control System is kept updated, prepare reports and estimates, and recommend and monitor expenditure and payments. The role involves checking the accuracy of tender documents, specifications, and bills of quantities, as well as managing contract administration and resolving disputes. The inspector will draw up quotation documents, compile specifications and bid documents, adjudicate quotations and bids, and provide technical advice to contractors and consultants. They will also verify invoices, certify progress payments, process variation orders and deadline extensions, and brief contractors on project requirements. A significant part of the job is identifying maintenance needs by investigating customer complaints, developing and interpreting plans and sketches, and liaising with stakeholders on technical matters. The post holder is also expected to put systems in place to ensure compliance with legislation, facilitate problem-solving, develop progress reports, and provide training and development opportunities for subordinates. Finally, they will monitor the use of equipment and stores, ensure quality control of work done by Works Inspectors, and administer the departmental performance and development system.
Applicants should note that this position has several special conditions. Shortlisted candidates will be required to undergo pre-entry assessments, including a practical exercise and an integrity assessment, and will also be subject to personnel suitability checks such as vetting, criminal record, citizenship, credit record, qualification verification, and employment verification. The department encourages applications from youth, people with disabilities, and candidates from designated groups, with a confirmation of disability required from a registered medical practitioner where applicable. Foreign qualifications must be accompanied by a SAQA evaluation certificate. The department reserves the right not to fill the position, and candidates will be placed according to the department’s needs and corridor coordination. Only shortlisted applicants will be contacted, and those who do not receive feedback within three months of the closing date should regard their application as unsuccessful.
