This position offers an opportunity for a qualified and experienced surveying professional to take on a senior technical leadership role within the Geospatial Information and Professional Support directorate of a national government department, based in the Western Cape at Mowbray. As a Control Survey Technician, the incumbent will be responsible for overseeing the technical integrity and operational effectiveness of survey services, ensuring that all activities align with legislative frameworks, departmental standards, and the broader objectives of the public service. The role is graded according to the Occupation Specific Dispensation (OSD) requirements, reflecting its specialised nature and the level of expertise required.
Applicants must hold a Grade 12 Certificate alongside a National Diploma in Survey or Cartography at NQF Level 6, or an equivalent related qualification, and must be compulsorily registered with the South African Geomatics Council as a Survey Technician or Surveyor. A minimum of six years of post-qualification technical experience in survey or cartography is required, along with a valid driver’s licence. The role demands a comprehensive understanding of the Constitution, Batho Pele Principles, labour and employment legislation, Public Service Regulations, the Public Financial Management Act, the Land Survey Act, the Spatial Data Infrastructure Act, and the standards and procedures of National Geomatics Information. Candidates should also possess strong programme and project management capabilities, survey design and analysis knowledge, computer-aided survey application skills, and the ability to provide technical consulting and exercise sound professional judgement.
The core duties involve ensuring survey design and analysis effectiveness by performing final reviews, approvals, and audits on new survey applications, as well as coordinating design efforts across disciplines to integrate with current technology. The role also requires maintaining survey operational effectiveness by managing maintenance strategies, setting standards and service levels, and monitoring efficiencies. Financial management is a key responsibility, including ensuring funds are available to meet Medium-Term Expenditure Framework objectives, managing the operational survey project portfolio, and controlling expenditure within budget. Governance services involve allocating and monitoring resources, compiling risk logs, and managing significant risks. The position also entails providing technical consulting to minimise survey risks, implementing knowledge sharing initiatives such as secondments, and rendering people management services by directing the development and motivation of human resources, setting performance standards, and correcting deviations to achieve departmental objectives.
This is an equity-targeted post, with specific employment equity targets set for African, Coloured, Indian and White males, as well as Coloured, Indian and White females, and persons with disabilities. The successful candidate will be expected to contribute to a high-performance culture and uphold the principles of good governance and service delivery.
