This control environment officer post is an OSD-graded position within the National Department of Forestry, Fisheries and the Environment, focused specifically on prioritised infrastructure projects. The successful candidate will operate as a senior technical authority in the environmental authorisation system, ensuring that major national developments are assessed in accordance with the National Environmental Management Act, the Environmental Impact Assessment Regulations of 2014, and the National Environmental Management Waste Act. The role sits within the regulatory services environment and is central to maintaining the credibility and efficiency of the EIA process for large-scale strategic infrastructure, while providing leadership to lower-level environmental officers and technical advice to stakeholders.
Applicants must hold a four-year degree in environmental management, environmental science, natural science, or an equivalent NQF 8 qualification recognised by SAQA, together with at least six years of post-qualification experience in a directly related field. A thorough working knowledge of NEMA, the EIA Regulations, and the Waste Act is essential, as is experience in the administration and review of environmental impact assessments. The department requires someone with a solid understanding of integrated environmental management instruments, sustainable development principles, and the broader policy and legislative framework governing environmental management. Strong practical skills are also expected, including advanced computer literacy, project management, report writing, and effective written and oral communication. The ability to work both independently and as part of a team, to function under pressure without direct supervision, and to travel extensively is required, along with a valid driver’s licence.
The core duties involve reviewing EIA reports and the recommendations made by case officers, processing Section 24G and Section 30A applications under NEMA and its regulations, and providing authoritative input to Appeals Response Reports. The officer will manage and guide control environmental officers and case officers, respond to and delegate stakeholder queries, and build strong working relationships through regular forums and meetings. The role also requires coordinating with stakeholders during planned and impromptu engagements, including site visits intended to clarify EIA-related matters. In addition, the post supports the compliance monitoring and enforcement functions of Regulatory Services, and the incumbent will represent the department at South African Wind Energy Association and Strategic Infrastructure Projects meetings. Handling Promotion of Access to Information Act requests, as well as ministerial and parliamentary queries, is another key responsibility.
The department is an equal opportunity, affirmative action employer, and preference may be given to appointable applicants from designated groups in line with its equity plan. Persons with disabilities are encouraged to apply. Applicants must submit a signed Z83 form with a detailed CV only, and shortlisted candidates will be required to provide certified copies of qualifications, identity document, driver’s licence, and Senior Certificate before the interview. Foreign qualifications must be evaluated by SAQA. All shortlisted candidates will undergo screening and security vetting, covering criminal records, citizenship status, creditworthiness, reference checks, and qualification verification. Correspondence is limited to successful candidates, and the department reserves the right not to fill the post. The closing date and application instructions appear separately on this page.
