The Construction Project Manager positions offer an opportunity for qualified professional engineers to lead and oversee the delivery of critical public infrastructure projects within the Department of Community Safety, based at Head Office in Johannesburg. These six posts are distributed across several directorates, including the Infrastructure Delivery Northern and Eastern/Central Clusters, as well as the Chief Directorates for Health and Education Technical Portfolio Services. In this capacity, successful candidates will be responsible for the full lifecycle of engineering projects, from initial planning and design through to operation and maintenance, ensuring that all works are delivered to sound engineering standards and in compliance with applicable legislation. The role is an OSD-graded engineering post, reflecting a senior technical position that carries significant responsibility for the quality, cost-effectiveness, and safety of public sector construction and engineering initiatives.

To be considered, applicants must hold an Engineering Degree in Electrical Engineering, specifically a B Eng or BSc (Eng) or an equivalent qualification. A minimum of three years’ post-qualification experience in engineering is required, and candidates must be registered as Professional Engineers with the Engineering Council of South Africa (ECSA). A valid driver’s licence is also mandatory. The role demands a thorough working knowledge of a wide range of statutes and regulations, including the Public Service Act, PFMA and Treasury Regulations, the Government Immovable Asset Management Act, the National Building Standards Act, the Occupational Health and Safety Act, the National Environmental Management Act, and the Engineering Profession Act. In addition, candidates should bring strong programme and project management skills, expertise in computer-aided engineering applications, and a sound grasp of financial management, legal compliance, and procurement processes. Essential personal competencies include decision-making, team leadership, analytical and creative thinking, self-management, customer focus, communication, conflict management, problem-solving, research, technical report writing, and networking.

The core duties of the role are broad and demanding. The project manager will plan, design, operate, and maintain engineering projects, developing cost-effective solutions that align with national standards and codes of practice. This includes evaluating and updating technical manuals, standard drawings, and procedures to incorporate new technology, as well as developing tender specifications. A key responsibility is to evaluate and approve engineering work conducted by external parties, ensuring that all planning and design adhere to prescribed norms. The post also entails supervising technicians, technologists, and candidate engineers, promoting skills transfer and adherence to sound engineering principles. The manager will administer performance management, manage resources, consolidate inputs for resource utilisation, ensure compliance with procurement and personnel regulations, and monitor and report on expenditure and service delivery.

This is a senior public service role with a comprehensive remuneration package structured according to the Occupation Specific Dispensation (OSD). It is important to note that the department encourages applications from youth, people with disabilities, and candidates from Coloured, Indian, and White population groups to support equity targets. Shortlisted applicants will undergo pre-entry assessments, including a practical exercise and an integrity assessment, as well as personnel suitability checks covering vetting, criminal record, citizenship, credit, and qualification verification. The department reserves the right not to fill the posts, and successful candidates will be placed according to corridor coordination and departmental needs.
