This position offers an opportunity to work as a Community Development Worker within the Department of Local Government, part of the Western Cape Government, specifically serving Region B, which encompasses Zwelethemba and Worcester. The role is grounded in the provincial government’s commitment to bringing services closer to communities and ensuring that residents are not only aware of what government offers but are also able to access those services effectively. As a Community Development Worker, you will act as a vital bridge between community members and government structures, helping to translate local needs into actionable inputs for policy making and service delivery. This is a field-oriented role that requires a strong understanding of the social and demographic composition of Western Cape communities, as well as the legislative and policy frameworks that guide public service delivery.

To be considered for this role, applicants must hold a Grade 12 certificate or an equivalent qualification at NQF level 4. Beyond the formal qualification, the department is looking for individuals with a solid working knowledge of applicable policies, legislation, guidelines, standards, and best practices in the public service. You should also be familiar with how communities in the Western Cape are structured and how they function, along with the ability to facilitate meaningful public participation in policy making and service delivery processes. On the skills side, the role demands strong project organisation abilities, interpersonal skills, and the capacity to write clear, accurate reports. Proven computer literacy in MS Office is essential, as is the ability to manage yourself effectively, adhere to strict timelines, and communicate confidently both in writing and verbally.

The core duties of the position are varied and community-focused. You will be responsible for informing and assisting communities across the Western Cape with accessing services provided by government structures. This involves actively determining the needs of communities and communicating those needs to the relevant authorities or departments. You will also work to promote networks and strengthen the activities of existing local community workers, all with the aim of improving overall service delivery. Regular reporting is a key part of the job, so you will need to compile reports and documents that capture progress, issues attended to, actions taken, and outcomes achieved. Additionally, you are expected to keep yourself up to date on all services rendered by government, as well as the processes and mechanisms that community members must use to access those services.

There are several important conditions attached to this vacancy. Shortlisted candidates will be required to attend interviews on a date and time determined by the department, and they must submit duly completed and signed vetting and supporting documentation within the timeframe communicated by the Western Cape Government, prior to the interview date. Failure to provide these documents on time, without reasonable justification, may result in disqualification from the process. All shortlisted candidates will also undergo two pre-entry assessments: one practical exercise to determine suitability based on the technical and generic requirements of the post, and another to assess integrity and ethical conduct. The selection process will be guided by the employment equity targets of the employing department. By applying, you consent to the Western Cape Government contacting your previous employers or managers for employment references, and these checks will include enquiries about your disciplinary record and reasons for leaving previous positions. This is a role for someone who is organised, community-minded, and ready to make a tangible difference in how government services reach the people who need them most.
