This position offers an opportunity to work at the front line of community development within the Western Cape Government’s Department of Local Government, based in Region B, which covers Mossel Bay and D’Almeida. The role is centred on bridging the gap between communities and government services, ensuring that residents know what services are available, how to access them, and that their needs are heard by the relevant authorities. As a Community Development Worker, you would act as a vital link between local communities and the broader government structures, helping to make public participation in policy-making and service delivery more effective and inclusive.

To be considered for this role, candidates must hold a Grade 12 certificate or an equivalent qualification at NQF level 4. Beyond the formal qualification, the department is looking for someone with a solid working knowledge of applicable policies, legislation, guidelines, standards, and best practices in the public service. An understanding of the composition and functioning of communities in the Western Cape is also essential, as is the ability to facilitate public participation. On the skills side, the role demands strong project organisation abilities, interpersonal skills, and the capacity to write clear reports. Proven computer literacy in MS Office is required, along with self-management, the ability to meet deadlines, and effective written and verbal communication.

The core duties are practical and community-facing. You will be expected to inform and assist communities in accessing services provided by government structures, identify the needs of communities, and communicate those needs to the appropriate bodies. You will also promote networks and strengthen the activities of existing local community workers, all with the aim of improving service delivery. A significant part of the work involves compiling reports and documents that track progress, record issues attended to, document actions taken, and capture outcomes. You will also need to keep yourself continuously updated on all government services and the processes and mechanisms that communities must use to access them.

There are several important conditions attached to this post. Shortlisted candidates will be required to attend interviews at a time determined by the department and must submit completed and signed vetting and supporting documentation before the interview date. Failure to do so without reasonable justification may result in disqualification from the process. All shortlisted candidates will also undergo two pre-entry assessments: one practical exercise testing technical and generic suitability for the post, and one integrity assessment focusing on ethical conduct. The selection process will be guided by the employment equity targets of the department. By applying, candidates consent to the Western Cape Government contacting previous employers or managers for reference checks, which will include enquiries about disciplinary records and reasons for leaving previous positions. This is a demanding but rewarding role for someone committed to improving service delivery and empowering communities.
