This position offers an opportunity to serve as a Community Development Worker for Region A, based in Hout Bay, within the Department of Local Government of the Western Cape Government. The role is central to bridging the gap between communities and government services, ensuring that residents across the Western Cape are informed about and able to access the full range of public services available to them. Working within a regional framework, the incumbent will act as a key link between community members and the various government structures, helping to make service delivery more responsive, inclusive, and effective.

To be considered for this role, applicants must hold a Grade 12 certificate or an equivalent qualification at NQF level 4. The role demands a solid working knowledge of applicable policies, legislation, guidelines, standards, procedures, and best practices within the public service. A deep understanding of the composition of Western Cape communities and how they function is essential, as is the ability to facilitate public participation in policy making and service delivery. Candidates should also bring strong skills in project organisation, interpersonal engagement, report writing, and reporting. Proven computer literacy in MS Office is required, along with the ability to manage oneself, adhere to timelines, and communicate effectively in both written and verbal forms.

The core duties of the post involve informing and assisting communities in the Western Cape with access to services provided by government structures. The Community Development Worker will determine the needs of communities and communicate these needs to the relevant authorities and structures. Another important responsibility is to promote networks and enhance the activities of existing local community workers, all aimed at improved service delivery. The role also requires compiling reports and documents on progress, issues attended to, actions taken, and outcomes as required. Keeping up to date regarding all services rendered by government, as well as the processes and mechanisms to access those services, is a continuous and vital part of the job.

There are several important conditions attached to this vacancy. Shortlisted candidates will be required to attend interviews at a date and time determined by the department. They must also submit duly completed and signed vetting and supporting documentation within the timeframe communicated by the Western Cape Government, prior to the interview date. Failure to provide these documents within the prescribed period, without reasonable justification, may result in the candidate not being considered further in the recruitment and selection process. All shortlisted candidates will undertake two pre-entry assessments: one practical exercise to determine suitability based on the post’s technical and generic requirements, and one integrity (ethical conduct) assessment. The selection process will be guided by the employment equity targets of the employing department. By applying, candidates consent to the Western Cape Government contacting previous employers or managers for an employment reference, and reference checks will include enquiries relating to disciplinary records and reasons for leaving. This is an OSD-graded position, and applicants are reminded to submit their applications before the closing date, as late applications will not be considered.
