This position offers an opportunity to work at the front line of public service delivery within the Western Cape Government, specifically under the Department of Local Government. Based in Region A, which covers the Bonteheuwel area, the Community Development Worker acts as a vital bridge between residents and the various government structures that serve them. The role is grounded in the belief that communities should not only be informed about available services but should also have a meaningful voice in how policies and services are shaped. As such, the worker operates within a broader provincial framework that prioritises public participation, inclusive governance, and responsive service delivery. This is a field-oriented role that requires regular engagement with community members, local organisations, and government officials, making it ideal for someone who is approachable, resourceful, and committed to grassroots development.

To be considered for this role, applicants must hold a Grade 12 certificate or an equivalent qualification at NQF level 4. Beyond the formal qualification, the department looks for a solid understanding of the policies, legislation, guidelines, and best practices that govern public service in South Africa. A working knowledge of the composition and functioning of Western Cape communities is also essential, as is the ability to facilitate public participation in policy-making and service delivery processes. On the skills side, candidates need strong project organisation abilities, interpersonal skills, and the capacity to write clear, accurate reports. Proven computer literacy in MS Office is required, along with effective self-management and the ability to adhere to strict timelines. Both written and verbal communication skills are critical, since the role involves explaining complex government processes to diverse audiences and relaying community concerns back to officials.

The core duties revolve around ensuring that communities know what services are available and how to access them. This includes actively informing and assisting residents, identifying their needs, and communicating those needs to the relevant government structures. The worker also promotes networks and strengthens the activities of existing local community workers, with the goal of improving overall service delivery. Regular reporting is a key responsibility, with documentation required on progress, issues attended to, actions taken, and outcomes achieved. Staying current on all government services, processes, and access mechanisms is essential to performing the role effectively.

There are several important conditions attached to this vacancy. Shortlisted candidates will be invited to interviews at a date and time set by the department and must submit completed vetting and supporting documentation within a specified period before the interview. Failure to do so without reasonable justification may result in disqualification from the process. All shortlisted candidates will also undergo two pre-entry assessments: one practical exercise testing technical and generic suitability for the post, and another assessing integrity and ethical conduct. The selection process will be guided by the employment equity targets of the department, and applicants should note that by applying, they consent to the Western Cape Government contacting previous employers for references, including enquiries about disciplinary records and reasons for leaving. Late applications will not be considered, and technical support for online applications is available during business hours. This is a demanding but rewarding role for someone who thrives on community engagement and wants to make a tangible difference in how government serves the people of the Western Cape.
