This is a supervisory post within the community development field, based in Upington under the Zwelintlanga Fatman Mgcawu District. The role is evaluated according to the Occupation Specific Dispensation (OSD) and involves leading a team of community development practitioners to plan, implement and support integrated development interventions. The position exists to ensure that communities are empowered to drive their own social and economic progress, with the supervisor acting as a bridge between community structures, government departments, non-profit organisations and faith-based groups. The supervisor is expected to manage the day-to-day operations of a sub-unit, provide guidance and support to practitioners, and ensure that all development activities are aligned with legislative frameworks and departmental priorities. This is a demanding role that requires a blend of social science knowledge, project management ability and strong people skills.

To be considered for this post, applicants must hold a Bachelor’s Degree at NQF Level 7 in Community Development, Development Studies or Social Science, and must have at least seven years of recognised experience in community development after completing the required qualification. A valid driver’s licence is essential. The ideal candidate will have a thorough understanding of human behaviour, social systems and the legislation that underpins social development interventions. They should be able to coordinate community development structures, manage projects, and influence both individuals and groups to participate actively in their own self-empowerment. Strong presentation, problem-solving, computer, research, report-writing, financial management and supervisory skills are also required. The ability to communicate clearly in writing and verbally, and to understand social dynamics, is central to effective performance in this role.

The main duties involve supervising the identification, facilitation and implementation of integrated community development interventions in partnership with the community and other stakeholders. The supervisor must ensure effective communication and coordination between internal and external role players, including departments, provinces, NGOs, local structures and faith-based organisations. This includes fostering intersectoral collaboration, integrated planning and sustainable partnerships. The role also entails supervising, mentoring, coaching and advising community development practitioners to improve their performance and service delivery. Administrative support, educational functions and the monitoring and evaluation of non-profit organisations are also key responsibilities. Keeping abreast of new developments in the community development field is necessary to enhance service delivery, and the supervisor is expected to manage the sub-unit efficiently and effectively.

There are several important conditions attached to this post. Applications must be submitted online, and a completed Z83 form together with a detailed CV in PDF format is required. Shortlisted candidates will need to present certified copies of their qualifications, identity document and driver’s licence, and social service professionals must provide proof of registration with the South African Council for Social Service Professions (SACSSP) as well as a certificate of service for recognition of prior experience. Foreign qualifications must be evaluated by SAQA. All shortlisted candidates will undergo a practical exercise and an integrity assessment, and will be subject to personnel suitability checks, including criminal record, citizenship, qualification and employment verification. Security clearance may also be required. Successful applicants will serve a probation period of twelve months. Interviews will be held at the Provincial Office in Kimberley. If no feedback is received within three months of the closing date, applicants should consider their application unsuccessful. The department reserves the right not to fill the post.
