This position offers an experienced community development professional the opportunity to step into a supervisory role within the Namakwa District, based in Calvinia. Working under the broader provincial community development structure, the successful candidate will be responsible for overseeing the work of community development practitioners and ensuring that integrated development interventions are planned, facilitated, and implemented in a way that genuinely empowers local communities. The role is graded according to the Occupational Specific Dispensation (OSD) for community development posts, which determines the salary banding, and it is a permanent, full-time appointment within the public service.
Applicants must hold a Bachelor’s Degree at NQF Level 7 in Community Development, Development Studies, or a related Social Science field. A minimum of seven years of recognisable experience in community development, gained after obtaining the required qualification, is essential. A valid driver’s licence is also compulsory. Candidates should demonstrate a strong theoretical and practical understanding of community development principles, human behaviour, social systems, and the legislation that underpins social welfare interventions. The ideal candidate will have the ability to coordinate community development structures, manage projects effectively, and influence individuals and groups to take part in their own self-empowerment initiatives. In addition, sound presentation, problem-solving, computer literacy, communication, research and report writing, financial management, and supervisory skills are required, along with a keen understanding of social dynamics.
Key responsibilities include supervising the identification, facilitation, and implementation of community development interventions in partnership with local communities and relevant stakeholders. The post holder will support and guide community development practitioners to improve performance, resolve problems, and ensure effective communication and coordination across internal and external role players, including other government departments, non-governmental organisations, community structures, and faith-based organisations. The role also entails managing the sub-unit, providing administrative, educational, and supportive functions, monitoring and evaluating non-profit organisations, and staying current with new developments in the community development field to improve service delivery. Mentoring, coaching, and advising practitioners to ensure efficient and effective service delivery are central to the post.
Shortlisted candidates will undergo pre-entry assessments, including a practical exercise and an integrity assessment, as well as personnel suitability checks and security vetting. A twelve-month probation period applies, and all interviews will be held at the provincial office in Kimberley. Candidates should note that applications are only accepted via the specified online platform, and the application process requires a completed Z83 form and detailed CV in PDF format.
