This position offers an experienced community development professional the opportunity to lead social relief policy and integrated development interventions within the Western Cape Government’s Department of Social Development. As a Community Development Manager focused on social relief, the role sits within a unit or sub-directorate responsible for shaping how community development services are delivered across the province. The incumbent will be expected to manage the identification, facilitation and implementation of integrated development interventions, working in close partnership with communities and a range of relevant stakeholders. This requires the efficient, effective and economical use of resources, ensuring that the unit’s objectives are met while maintaining a high standard of service delivery.

A central part of the role is managing a community development policy unit. This involves overseeing the development of legislative policies and procedures that guide the rendering of community development services in departments. The manager must ensure that human resources are utilised effectively, and that the policy unit produces sound, implementable frameworks. Keeping abreast of new developments in both community development and management fields is essential, as is planning and ensuring that community development policy research is undertaken. The role also includes conducting complex community development research, which will inform policy direction and strategic decision-making.

Candidates must possess an appropriate three-year tertiary qualification, such as a National Diploma, B-Degree or equivalent. A minimum of ten years of recognisable experience in community development after obtaining the qualification is required, of which at least five years must be specifically in community policy development. The role demands a deep understanding of community development theories, systems, skills, attitudes and values, as well as knowledge of individual and group behaviour, inter-relations within community structures, community dynamics and current legislation. This knowledge base enables the manager to guide employees and design appropriate interventions. Strong skills in presentation, problem-solving, financial management, project management, computer literacy, written and verbal communication, staff management, and policy formulation and implementation are also essential.

Shortlisted candidates should note that the selection process includes interviews, vetting and supporting documentation, and two pre-entry assessments: one practical exercise testing technical and generic suitability, and one integrity assessment. Reference checks will include disciplinary records and reasons for leaving previous employment. The selection process will be guided by the employment equity targets of the department, and the position is an OSD-graded post with an all-inclusive package. This is a demanding but influential role for a seasoned community development specialist seeking to shape policy and drive meaningful social relief interventions at a provincial level.
